Our Organization and Mission: The Office represents the State of Florida in state and federal civil and criminal courts, from trial courts to the Supreme Court of the United States.
Pay: $24.95 – $26.29 hourly, commensurate with experience.
Position Summary: This position involves independent work coordinating and carrying out the investigative functions of the Consumer Protection Division for the Office of the Attorney General. This is a highly responsible position necessitating the ability to perform the major portion of the duties assigned with a minimum amount of supervision. This position may involve travel throughout the state of Florida to investigate reports of public nuisances and may require testifying in court. It requires the ability to conduct thorough investigations, and to appropriately document findings. Candidate should have experience in drafting reports, affidavits, subpoenas, and other representative material to provide findings to an Attorney or to be utilized in court proceedings. A strong ability to utilize deductive reasoning and to follow leads through their logical conclusion is required.
The duties and responsibilities of this position stem from enforcement of Chapters 60, 501, 542, 812, 817, 823, 895, and 932 of the Florida Statutes and related laws and administrative rules of the state, and other related federal statutes, rules, and laws. Specifically, this position will investigate matters related to public nuisances arising from potential violations of Florida laws that provide that any “person who erects, establishes, continues, maintains, owns or leases” a “house or place of prostitution, assignation, or lewdness” is “deemed to be maintaining a nuisance…”
Qualifications: A bachelor’s degree from an accredited college or university and five years of investigative or law enforcement experience conducting criminal, civil, or administrative investigations or examinations, which must include a minimum of two years of experience with financial investigations, financial examinations or analysis or other related financial investigative experience, or complex organized crime or RICO investigative experience. A master’s degree in a related field from an accredited college or university may substitute for one year of the required experience. Experience in fraud, RICO, or white-collar investigations; financial investigations, examinations, or analysis; or law enforcement may substitute on a year-for-year basis for the required education.
Preference will be given to candidates with:
- Experience working in an investigative or investigative support role.
- Experience working in the areas of law enforcement, fraud, financial crimes, white collar crimes, economic crimes, or consumer protection.
- Experience researching and fact checking.
- Proficiency with Microsoft Excel (data entry, tracking, sorting, and filtering, pivot tables, etc.)
- Experience preparing professional memoranda of findings that may include charts, graphs, spreadsheets, or other means of representing the discovered facts.
- Experience in the use of social media Intelligence (SOCMINT), Open Source Intelligence (OSINT), and internet resources to identify individuals, links between organizations, determine size and composition of businesses, and identify assets for forfeiture.
The Work You Will Do:
This position will provide analytical and investigative services to the Nuisance Abatement team as well as to the Consumer Protection Investigators and Attorneys to assist with other special projects, including but not limited to the following duties:
- Review and evaluate information to determine if a potential violation of Florida nuisance abatement laws exists.
- Conduct site visits and contact businesses to evaluate allegations of violations of nuisance abatement laws.
- Assist with possible resolution of the concerns raised by Floridians.
- Draft and serve preservation letters and/or investigative subpoenas.
- Interview witnesses and gather evidence.
- Obtain and analyze documents to assist in a determination that nuisance abatement laws are likely to have been violated.
- Assist in ensuring that nuisance abatement concerns are timely investigated. This may require working extended hours and working on weekends.
- This may also involve travelling to other regions to assist with nuisance abatement investigations.
- Prepare reports, statistics, correspondence, and memoranda relating to all analytical duties, including preparation of statistical reports, charts, and spreadsheets relating to data research and/or analysis.
- Assist the Nuisance Abatement team and division management with statistical reports.
- Utilize computer skills relating to e-mail and Internet transactions to trace or analyze transmission paths of messages or transactions.
- Use open source and other investigative tools to determine company ownership and structure.
- Use computer programs such as CFIS, Page Vault, and Excel with a high degree of skill.
- Assist with preparation of nuisance abatement cases for court appearances, through coordination with attorneys, investigators, and other law enforcement, as appropriate, including providing testimony.
- Communicate with victims, witnesses, defendants, attorneys, corporate personnel, law enforcement investigators or any other persons who may have information concerning ongoing investigations.
- Assist consumers with questions and general updates on matters under your review, under the supervision and direction of the investigator.
- Conduct independent investigations with minimal supervision.
- Identify and conduct appropriate investigative steps in the course of an investigation.
- Assist attorneys with special assignments, which may require extended hours and/or travel outside the worksite.
- Perform other related work as required.
Excel skills exercises may be used as part of the selection process. These must be completed in person in one of the Florida Attorney General’s offices.
