The Overdose Prevention Program Manager oversees Sedgwick County Health Department (SCHD) activities related to opioid and stimulant overdose prevention. In doing so, the position improves community health by preventing disease and promoting wellness. Guided by SCHD leadership and community partners, the position strategically plans, implements and evaluates community-wide activities. The position is responsible for program and employee development, community interaction, and outreach. The employee may deploy to the field as a responder or in a leadership position during public health emergencies.

Oversee Overdose Prevention Activities

  • Manage community-wide grant activities over a period of five years, ensuring all deliverables are met by staff and external partners
  • Communicate and coordinate activities with supervisor, grantor, and community partners working on the grant
  • Identify and track performance metrics using input from partners, agencies, policies, and best practice
  • Conduct audits to ensure policies and procedures are followed; take corrective action as needed
  • Develop surveys and other evaluation processes to identify improvements and evaluate eligibility to meet community needs
  • Communicate regularly with SCHD leadership and staff and partner agencies to identify and correct issues
  • Develop and review grant progress reports and validate information for accuracy

Supervision and Employee Development

  • Ensure program staff are adequately trained and follow all standards set by the Health Department, County, and agencies to advance the HD’s mission and individual growth
  • Regularly check and update program job tasks and responsibilities, including expectations for staff
  • Review interview and hiring materials, and coordinate the full life cycle recruitment process
  • Facilitate the onboarding process, including ensuring access to available resources
  • Provide regular supervision and coaching for direct reports and other program staff
  • Meet with partner agencies to ensure grant staff are meeting expectations

Establish and Maintain Community Relationships

  • Facilitate meetings with agencies and businesses related to overdose prevention and grant activities
  • Ensure Memoranda of Understanding and Data Use Agreements with partners are maintained
  • Ensure coordination of community outreach events with other organizations and community activities
  • Evaluate impact from outreach events and use data to improve processes
  • Maintain communication with referral sources to promote program services
  • Utilize the Community Health Assessment and Community Health Improvement Plan in program work with the community

Minimum Qualifications: Bachelor’s degree in Public or Business Administration, Public Health or a related field. Two years of supervisory experience. One year of experience working with community organizations. Two years of experience or training in data management and/or data analysis. Two years of project management experience or training. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, and 700 courses within 30 days of employment.

Preferred Qualifications: Master’s degree in Public or Business Administration, Public Health, or a related field. One year of experience with community-based participatory research. Two years of experience with program evaluation. Two years of work experience in a public health department. Proficiency in English and a language other than English; proficiency is demonstrated by passing a standardized test.
