Nature of Work
Do you have experience in construction trades and are you looking for a new opportunity to help make a difference in our City’s parks? The City of Bellingham Parks Department is currently seeking a Park Structures Technician!
The Park Technician- Structures performs duties associated with the repair, maintenance and new installation of structure work to parks buildings and surfaces maintenance. Assists with the repair, maintenance and installation of various water systems and electrical/mechanical systems and performs other general duties which require construction and equipment operation skills. Utilizes and operates tools and equipment as necessary to perform maintenance activities.
This position will start at Step 1 ($27.55/hour). Employees receive step increases annually in accordance with the and City policy. The full hourly range for this position is $27.55 – $33.91.

Employees will receive 12 paid holidays in addition to one paid floating holiday each year. Employees accrue 8 hours total of contract and state sick leave per month in accordance with the collective bargaining agreement and Washington State Law. At the time of hire, employees will accrue 7.33 hours of vacation per month. Vacation accruals increase based on years of service. Leave accruals are based on 1.0 FTE, accruals are pro-rated if part-time and require employees to be in paid status at least 120 hours/month.

ESSENTIAL FUNCTIONS:
- Performs repair, alteration and installation work to park buildings, structures, and equipment involving carpentry, concrete work, roofing, painting, masonry and other manual skills.
- Assists in the repair, renovation, maintenance and new construction work of plumbing, sewer and drainage systems.
- Assists in the repair, maintenance and new installation of various mechanical and electrical systems.
- Operates specialized power-driven equipment such as table saw, radial arm saw, skill saw, chain saw, planer and specialized test equipment. Also operates air compressor and jackhammer.
- Operates a variety of automotive equipment including dump trucks, flatbed trucks and pickup trucks to haul equipment and materials. Operates backhoe tractor and other types of tractors with implements as assigned.
- Under the direction of the assigned Park Specialist, makes on-site assessment of situations or pre-assigned projects; determines appropriate equipment and materials needed.
- Maintains necessary tools by cleaning, performing routine maintenance and assuring proper storage.
- Trains, schedules and leads the work of Park Worker, Extra Labor and other personnel as assigned.
- Completes required reports for area of assignment.
ADDITIONAL WORK PERFORMED:
- Performs related duties within the scope of the classification.
WORKING ENVIRONMENT:
Work is performed outdoors in all weather conditions. The work involves moderate risk, which requires employees to follow established safety procedures.
- Physical abilities to perform assigned work:
- Adequate hearing, correctable vision, manual dexterity to operate hand tools and power equipment safely in a noisy work environment.
- Ability to perform heavy physical labor in construction duties including operating heavy equipment.
- Ability to work from heights of up to 40 feet.
- Ability to perform heavy physical labor and frequently lift and carry equipment and materials of up to 50 lbs.; heavier items of approximately 50-100 lbs. are lifted on an infrequent basis utilizing proper body mechanics, assistance and mechanized equipment.
- Peak construction periods require heavier lifting of approximately 75-100 lbs. frequently for extended periods of time intermittently.
Experience and Training
- Minimum of two years of apprentice-level experience in at least one area of the construction trades including, but not limited to, carpentry, concrete work, plumbing or electrical.
- Experience in operating a backhoe tractor, front-end loader or related equipment required.
- Previous work experience in a construction environment preferred.
A combination of experience and training that provides the applicant with the knowledge and skills to perform the job will be considered.
Necessary Special Requirements
- Valid Washington State driver’s license and good driving record. Must submit a three-year driving abstract prior to hire.
- Ability to secure a Commercial Driver’s License within six months of hire and to maintain a valid CDL during length of employment.
- Ability to secure a flagging and traffic control card.
- Ability to secure and maintain a valid First Aid and CPR certification.
- Must pass a pre-employment drug/alcohol test prior to hire.
- Employment contingent upon passing a criminal convictions check and child and vulnerable adult abuse records check (See Fair Hiring Practices)

The final ranking of the register will be based on total scores for the following: Experience and Training Review (40%) and Oral Board Interview (60%). Candidates must have a minimum score of 60% or higher from the Oral Board Interview to be placed on the eligibility list.

This position is subject to the Bellingham Civil Service Commission.
