Parks and Facilities Supervisor

JOB SUMMARY STATEMENT: Performs technical maintenance, installation, and diagnostic work to city buildings, park facilities, and related equipment while providing leadership and insight to assigned staff while working as a team at municipal buildings and city parks.

DUTIES AND RESPONSIBILITIES:

  1. Possesses a positive attitude and leadership skills.
  2. Plans, schedules, and supervises the activities of assigned personnel.
  3. Conducts employee appraisals and job evaluations, and trains assigned personnel.
  4. Repairs and maintains assigned equipment. Ensures that proper safety procedures are practiced.
  5. Evaluates and maintains city facilities and equipment in cooperation with outside service contractors. Consults with citizens, contractors, suppliers, city officials and staff regarding divisional operations. Working alongside, supervising, and communicating with contractors is crucial in the performance of this position.
  6. Evaluates and maintains parks and park facilities with the ability to operate equipment within the field of general maintenance. This position works with buildings and parks will be expected to work together as a team with all staff in cross training and general day to day operations.
  7. Assists Superintendent with preparing and monitoring annual budget for parks and city buildings and establishing standards of performance.
  8. Purchases and maintains inventory of items to make required repairs. Performs diagnostic evaluations of equipment to determine HVAC, plumbing, electrical, and facility mechanical issues.
  9. Responds to emergency calls for service at park facilities and municipal buildings.
  10. Develops and keeps records of preventative maintenance schedules by inputting and recording data in the work order system.
  11. Writes contracts and specifications for contract work and equipment purchases. Administers contracts and purchases equipment.
  12. Maintains and reviews reports, records, and timesheets.
  13. Assumes duties of Superintendent of Parks in his/her absence.

The above duties and responsibilities include those tasks, physical and mental requirements, visual requirement, unique physical surroundings and mental/cognitive abilities required to perform the essential elements of the position.

GENERAL QUALIFICATIONS:

Education and Special License(s)/Certifications – High school diploma or equivalent. Must poses or have the ability to obtain a valid Missouri state operators license with Commercial Driver’s License Class E endorsements.

Experience – Five to seven years of experience preferred in commercial HVAC, chilled water and boiler operations, electrical and plumbing and building maintenance in general. Or five to seven years’ experience in related field to Parks and Recreation Maintenance and or management and supervision of multiple employees.

Skills – Skill in operating applicable tools and equipment. Required skills in maintaining, installing, and diagnosing commercial HVAC and chilled water and boiler equipment. Knowledge of electrical and plumbing skills.

Mental Requirements – Ability to communicate effectively with the general public, service contractors, and coworkers. As well as the ability to understand and carry out oral and written instructions and develop working procedures, which are appropriate to achieve desired objectives. Employee must have the ability to operate power tools, power equipment and vehicles necessary to perform assigned tasks.

Physical Requirements – Must be able to sit for prolonged periods; must be able to listen to normal conversation; must be able to walk occasionally, and use hands and fingers to operate, handle, or feel objects, tools, or controls; must be able to reach with hands and arms; must be able to have vision sufficient to see close up and have the ability to adjust focus; and, must be able to occasionally lift up to 50 pounds and transport it 15 feet.

Supervisory Responsibility – Provides direct supervision of assigned professional, technical, clerical, and volunteer staff.
