Job Summary

The purpose of this position is to provide administrative support to the Department. This is accomplished by performing various administrative duties; directly supervising subordinate clerical staff; project management; and completing special assigned projects. Other duties may include completing departmental specific functions.

Essential Job Functions

  • Performs administrative duties that are directly or closely related to the management or general operations of the City such as: maintain, inventory, and purchase office supplies and equipment; monitor budget and expenditures; research, compile and distribute various reports or documents; project management; management of special programs or benefits; research, compile and prepare budget documents; and make policy recommendations to department manager.
  • Perform duties requiring the use of discretion and independent judgment such as serving as liaison to both internal and external customers; advising customers and assisting in resolving complaints; supervising other employees; screening telephone calls for the Department Manager; and planning, organizing and coordinating special events.
  • Completes departmental specific functions by maintaining capital improvement project fiscal records; preparing departmental specific reports; assisting in the preparation of court dockets; processing forms, applications and payments; compiling and distributing various reports and documents; maintaining confidential records and filing system,acting as Fair Housing Officer; and processing permits, applications, inspection requests and planning. May also be responsible for payroll processing including ensuring compliance with FLSA time keeping regulations.
  • Supervises personnel by scheduling work assignments; conducting performance evaluations, making performance improvement and disciplinary recommendations, and making direct and significant recommendations to the Department Manager regarding hiring and firing decisions.

Minimum Qualifications

  • Education: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Over three years up to and including four years
  • Valid Texas Class C Driver’s License
  • Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Receives general direction: The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance is reviewed periodically.
  • Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units).
  • Work requires supervising and monitoring performance for a regular group of employees or a work unit including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.
  • Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
  • Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
