Job Summary

This is accomplished by developing and monitoring the department’s operating, capital, and special revenue fund budgets, monitoring project accounts, analyzing budgetary data and budgetary requests, contract management and administration, departmental inventory and/or asset management, and interpreting and applying budget guidelines. You will also have the opportunity to collaborate with the Director and Assistant Directors on special projects, provide valuable statistical analysis, serve as a departmental liaison to other city departments, interfacing with other City employees, and stay up-to-date with industry trends and best practices.

Essential Job Functions

  • Oversee the administration, development, implementation and ongoing management of the Parks and Recreation Department revenue and expenditures.
  • Collaborate with managers in monitoring and analyzing monthly expenditures and revenues in various funds, on projects, and then communicating status updates to leadership and/or city council as needed.
  • Develop forecasting reports and presentations of the annual budgets, recommending funding levels for programs, including but not limited to capital improvement projects, general fund, recreation funds, park venues, and any additional new or emerging Park events, programs and/or budgets.
  • Manage and maintain departmental contracts, files, documents, authorizations, invoices, expenditures & revenue receipts, correspondence, current contract summary sheets, and semi-annual reports.
  • Develop and maintain departmental inventory for properties, infrastructure, and equipment as needed for reporting, insurance, etc.
  • Monitor financial performance data against existing and new performance targets; prepares reports, graphs, charts, and other illustrative materials by gathering and analyzing a variety of data points related to operational and financial analysis in support of the development of short and long-range goals for assigned areas and/or for Key Performance Indicators supporting any current or future strategic plan.
  • Leads process improvement initiatives by training staff on performance metrics, presenting findings, auditing processes, generating performance measure reports, developing business operation processes, and aligning operational requirements throughout the department.
  • Performs cost of service analysis and utilizes program pricing models to recommend fee adjustments and program revision / elimination where indicated.
  • Provides financial assistance and guidance in the preparation of grant applications and administers the accounting and reporting function for all departmental grant funded projects.
  • Acts as the department liaison with the City’s Finance, Budget, Treasury and Purchasing Departments.
  • Demonstrates continuous effort to improve operations, decrease turnaround, and deliver seamless customer service.
  • Regularly attends and participates in community and Parks meetings as required, such as public meetings, Parks Board and City Council.
  • Maintains regular and punctual attendance.
  • All other duties as assigned by a supervisor/manager within your department/division.

Minimum Qualifications

  • Education: Bachelor’s degree in Business Administration, Accounting, Parks/Recreation Fiscal Management, or related field is required.
  • Experience: Five years of progressive budgeting/financial experience required.
  • Licenses: Valid Texas Driver’s License required.
  • Certification Preferred: Certified Parks and Recreation Professional preferred.
