This position will be required to work in person for the majority of a 40-hour week. Hybrid work options are possible on a case-by-case basis. This position requires regular in-person meetings at construction sites with occasional in-person requirements for public and stakeholder meetings.
Position Summary

As a Construction Project Manager 3 (CPM 3) you will work on a wide range of complex, challenging projects in the office and in the field. Your work will include managing and overseeing consultants and contractors, creating bid specifications and documents, preparing and monitoring project budgets, obtaining required federal, state, or local permits, ensuring contract compliance, and overseeing project construction. How to be Successful in the Role:
You will have the clear opportunity to utilize a wide skill set from interpretation of technical engineering and architectural drawings to developing partnerships and communication with community interest groups and the public. Your ability to communicate across division and department boundaries, develop design solutions and overcome project challenges will help you succeed in this role. Throughout the training process, you will meet with your supervisor regularly to set expectations and goals for yourself, review key work program tasks and achievements, and introduce you to park locations, department procedures, and a variety of exciting projects.

Your Future in this Role:
You will engage in the Parks Department’s 10-year capital project list of park and trail improvements that includes everything from trail repairs to new buildings, new park spaces, and new open space amenities. With this, you will have the opportunity to define and guide the final amenities coming to the park system. This is an exciting time as we look to reduce our footprint by providing sustainable designs while engaging a wider public and increasing capacity in the system.

Here are a few of the projects that you would be involved with: Park, , and community centers. You will also work on active transportation projects such as the , and other system-wide multi-modal trail projects.

Core Daily Responsibilities:

  • Daily responsibilities include writing RFPs/RFQs, reviewing architecture and engineering drawings and reports, drafting bid documents or drawings in CAD and overseeing construction and project closeout.
  • Coordinate and execute the planning, design, permitting and construction of complex park and trail projects.
  • Projects may include public outreach, master planning, grant tracking and working with community groups.

Core Strategic Responsibilities:

  • Park and trail design challenges and execution.
  • Project management process from concept and public discussion to construction and closeout.
  • Coordinates the award of consulting/construction contracts in accordance with County purchasing rules and state procurement codes.
  • Monitor project scope, schedule, and budget.
  • Write and review reports, presentations to dept or elected officials.
  • Ongoing communication with project teams, supervisor and dept staff.

Qualifications

  • Additional education or experience may substitute for the recruiting requirements
  • Bachelor’s Degree in landscape architecture, architecture, construction management, civil, mechanical, or electrical engineering, project management, business or public administration or closely related field from an accredited college or university
  • Five years of increasingly responsible experience directly related

Preferred Qualifications:

  • Public space design and/or construction experience
  • Experience leading the work of consultants and contractors delivering public space development projects
  • Licensed Landscape Architect, Architect, or Engineer
  • ADA, ABA, GIS experience

  • A valid Washington State driver’s license is required or the ability to otherwise meet the travel requirements of the position.

Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave.
Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

Holidays:
Some full-time employees are entitled to eleven paid holidays as follows:

Personal Holidays:
Regular full-time and regular part-time employees, and employees occupying limited duration positions, shall also receive two additional paid personal holidays. Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.

Furlough:
Some Pierce County employees may be designated to receive 10 “furlough” days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.

Sick Leave:
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.

Retirement and Deferred Compensation:
Pierce County employees are members of the State of Washington’s Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers. For additional information, check out the web site.
