Job Summary
Responsible for the daily operations of assigned divisions such as Parks Maintenance and Kerrville-Schreiner Park Maintenance Divisions, including but not limited to supervising, planning, scheduling, evaluating, and managing parks, facilities, and building maintenance activities for maintenance, repair, construction, safety, and general operations.
Principal Duties and Responsibilities

- Supervises all aspects and the daily activities of the Parks Maintenance and Kerrville-Schreiner Park Maintenance divisions. Supervises, hires, disciplines, develops, and evaluates maintenance and custodial staff. Ensures effective work and productivity of staff and volunteers.
- Ensures the safety of parks, facilities, equipment, and staff at all times.
- Oversees the management, operation, and maintenance of city parks and facilities, including, designated right of ways and city-owned property, special amenities, the pool, interactive aquatic features, playgrounds, and related parks and recreation systems and equipment.
- Responsible for street right of way landscaping, building maintenance, custodial services, projects.
- Oversees building maintenance to ensure proper maintenance practices are followed for preventative and proactive maintenance and repairs.
- Assists the Director of Parks and Recreation in planning and implementing construction and capital projects, and the overall vision, direction, and plans of the department to provide high-quality parks, facilities, and services to the community.
- Responsible for assigned budgets, including planning, forecasting, preparation, identifying needs, monitoring, purchasing, and recommendations for operating and capital projects.
- Maintains the work order system and ensure that work orders are being completed in a timely manner.
- Ensures all public inquiries are addressed in a customer-friendly and timely manner. Develop and maintain diplomatic relationships with internal and external customers and be team oriented for effective relationships.
- Estimates materials tools, and supplies for work projects.
- Manages outsourced work, including development of specifications, contractor selection, inspection, and payment.
- Supervises grounds maintenance, including plant materials, soils, drainage, and chemical / biological and mechanical controls.
- Oversees the installation and maintenance of irrigation systems and selects proper tree and plant materials in relation to conditions.
- Assists department staff with various aspects of activities and special events.
- Coordinates with other departments and agencies to develop work plans, complete tasks, and secure permits.
- Prepares and maintains a variety of records and reports.
- Receives and acts upon emergency and maintenance calls on a 24-hour basis.
- Performs other duties as may be assigned.
Required Knowledge, Skills and Abilities
- Knowledge of all phases of park operations, building systems, and custodial services.
- Broad knowledge in the practical application of construction methods, building codes and standards, ADA laws, and permitting.
- Excellent leadership, interpersonal, organizational, problem-solving, and verbal and written communication skills.
- Skill in the use of personal computers and related software.
- Good mathematical skills.
- Ability to develop beneficial relationships and promotional partnerships with volunteer groups and other outside agencies / organizations.
- Ability to work alongside subordinates while providing training and ensuring work is properly done.
- Demonstrated ability to effectively supervise employees while maintaining and fostering a team environment.
- Ability to maintain a good working relationship with city staff.
- Ability to implement and carry out public and employee safety programs.
- Ability to develop and maintain financial systems and accountability of budgeting, purchasing, inventories, and property.

Education, Certification and Experiences
- High School diploma or equivalent with five years of experience in maintenance, repair, and construction of park facilities and equipment and a minimum of three years of supervisory experience.
- Bachelor’s degree is preferred.
- Possession of a valid Texas driver’s license, CDL is preferred.
- Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certification is required within six months of employment.
- National Recreation and Park Association Certified Playground Safety Inspector (CPSI) license required within one year of employment.
- TDA Non-Commercial Political Pesticide Applicator License (NCPPAL) required within two years of employment.
- TDA Structural Pesticide Applicator License (SPAL) required within two years of employment.
- National Recreation and Park Association Certified Park and Recreation Professional required within three years of employment.

- Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
- Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
- Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
- Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
- Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
- Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
- Social Security: Current rate is 6.2% for both employee and employer
- Medicare: Current rate is 1.45% for both employee and employer.
- Vacation – 12 days annually during first five years of employment (accrued monthly)
- Sick Leave – 12 days per calendar year (accrued monthly)
- Holidays – 12 holidays plus two floating day
