POSITION DESCRIPTION
Parks Operations Supervisor
Nature of Work
This position works closely with the Park & Forestry Operations Manager and has varying responsibility for coordinating contractual services, performing project management, overseeing fleet maintenance, assisting with asset management implementation and record keeping, and provides supervision to assigned park staff.
Distinguishing Characteristics
This position is scheduled to work a conventional work week, but will be required to work additional hours in order to respond to emergencies such as violent storms, large scale vandalism, or major event issues.
2023 starting salary is $76,865 to $90,249 depending on qualifications, with advancement to $113,038.

DUTIES AND RESPONSIBILITIES
*Provide supervision to assigned employees
- Provide work direction to employees relative to the completion of designated assignments; delegate responsibilities as appropriate.
- Provide employees with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate.
- Partner with the designated human resources business partner to implement effective hiring and selection practices.
- Assist with the development and maintenance of divisional budgets and strategic priorities.
- Ensure employee personnel, timekeeping, and training records are accurately maintained per City policy and statutory requirements.
*Financial Administration
- Assist with the development and maintenance of divisional budgets and strategic priorities.
- Management of internal and external assigned projects, including solicitation of contractors/vendors, tracking of funding/expenditures, assuring proper staffing and project closeout. (ie for construction projects, maintenance projects, custodial care projects)
- Prepare specifications, obtain bids/quotes and purchase operational equipment and supplies.
- Track and work within the financial budgets established for designated business units and/or staffing.
- Perform job cost analysis and provide cost savings recommendations.
*Operational Activities
- Prepare project plans, specifications, and contracts and also provide management oversight for work/projects assigned.
- Assist in the management of assets, resources, and improvements in areas of assigned responsibility using Arc GIS, Asset management and other associated software or tools.
- Provide technical expertise for areas of assigned responsibility (ie landscape maintenance, turf care, fleet maintenance)
- Perform job cost analysis and provide cost savings recommendations.
- Analyze community park needs and participate in park maintenance and development plans.
- Direct staff, perform inspections and coordinate contractors during storm cleanup efforts.
*Communications and Customer Service
- Respond in a timely manner to citizen inquiries and/or complaints related to assigned area of responsibility.
- Represent the division and department by providing appropriate communication to residents, City administration, Park Board, City Council and others regarding park maintenance and operational issues.
- Act as the department liaison to assigned partner organizations and with community groups for volunteer activities within the parks.
- Coordinate and cooperate with other City departments regarding maintenance activities.
- Prepare presentations, records and reports, create educational programs, coordinate volunteer activities, and prepare public service announcements.
- Assist with coordinating employee safety training.
Perform other duties as assigned or necessary.
*ESSENTIAL DUTIES
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor’s degree in facility management, landscape construction/maintenance, construction management, park administration or closely related field from an accredited four-year college or university AND two (2) years of full-time employment experience managing construction/maintenance projects and leading maintenance staff.
OR
An Associates degree from an accredited program in facility management, landscape construction/maintenance, construction management, park administration or closely related field AND five (5) years of progressively responsible full-time employment experience managing construction/maintenance projects and leading maintenance staff.
Licenses and Certifications
Valid Driver’s License
Desirable Qualifications
Turf care or sports field management certification.
Experience in sports field management, turf management, pesticide application and integrated pest management, landscape design, installation and maintenance of outdoor areas including shelter buildings and trails, sports fields and open spaces.

ADDITIONAL INFORMATION
THIS POSITION IS COVERED BY PARK AND RECREATION AREA RESIDENCY REQUIREMENT
In order to provide timely services, P&R has designated specific positions which must comply with an area residency requirement, based on job-related necessity where employees in such positions must reside within thirty (30) driving miles of their normally scheduled work reporting location.
New Hires
Individuals hired for designated positions with P&R covered by an area residency requirement who do not meet this requirement shall be allowed no more than twelve (12) months, from their date of hire, in order to meet the thirty (30) driving mile requirement.
Current Employees
P&R employees in designated positions covered by the area residency requirement and who reside at a location that allows them to report to work within an approximate thirty (30) minute timeline from the time notified, prior to (1/1/2012), shall be deemed to comply with P&R’s area residency requirement provided that they remain at their current address. If a current P&R employee in a designated position covered by the area residency requirement relocates, their new address/residence must be located within thirty (30) driving miles of their normally scheduled work reporting location and notice must be given to their immediate supervisor prior to relocating to ensure compliance with the area residency requirement.
Promotional Opportunities
Job change opportunities pursued by the employee to designated P&R positions covered by an area residency requirement shall be withheld from employees whose address/residence is located more than thirty (30) driving miles from the normally scheduled work reporting location of their new position, with the exception of employees who are willing to relocate within 12 months from date of job change in order to comply with the thirtyy (30) driving mile area residence requirement; OR employees who immediately prior to their job change were in a designated position and resided at a location that allowed them to report to work within the approximate thirty (30) minutes (as noted under the Current Employee section) from the time notified.
Noncompliance with Residency Requirements
In the event that an employee fails to comply with the residency requirement, the employee will be considered to no longer meet the minimum requirements of the position. In such instance, the City will take formal action, up to and including termination. An employee may be granted an extension if there is credible basis, as determined by the employer, for justification as to why the employee has failed to comply. Said basis shall consist of circumstances not caused or controlled by the employee.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: management and supervisory techniques; project planning, cost analysis and budgeting methods; grant and contract development processes; practices of general grounds, landscape, facilities maintenance; integrated pest management; the basic identification and comprehension of common forbs, grasses, trees and shrubs; landscape design, installation and maintenance of outdoor areas including sports turf, naturalized landscape areas and native plants; horticulture/gardening techniques necessary to establish and maintain a variety of plants and shrubs in various growing conditions; the use and operation of all assigned equipment including the operating characteristics, maintenance requirements, work hazards and associated safety procedures and precautions, applicable traffic laws, ordinances, and regulations.
Skill in: directing, coordinating, training, and evaluating assigned staff; preparing and utilizing a budget; allocating resources managing contracts; using various computer applications, including Microsoft Office, asset management software, and GIS systems.
