The City of Carpinteria is seeking a dynamic team-builder who has extensive knowledge in the areas of recreation, aquatics, stewardship of environmentally sensitive land, facility management, and administration. Carpinteria is a community that chooses to invest in itself, recently taking over a County Library, building a skate park, and completing segments of the California Coastal Trail. Carpinteria understands that parks and recreation programs greatly contribute to the physical, emotional, and social well-being of its residents, while also serving as an economic driver for visitors drawn to its beach, open space and trails, and animal life. In this spirit, the new Director will lead a diverse, energetic group of full-time and part-time staff and volunteers while exhibiting an eye for detail and a passion for customer engagement.
The Director plans, organizes, and directs a broad range of community resources in the areas of facilities and programs such as the provision of a comprehensive recreation program, aquatics, library, beaches and piers, and the construction, maintenance and acquisitions of all parks, community centers, recreation areas, trails, parkways, bikeways, vessel launch facility, landscaped areas, and related facilities and buildings; provides management and coordination of various community services, including library services and aquatics; serves as a member of the City’s Management Team; provides professional and technical assistance to the City Manager, City Council, and various boards and commissions relative to department matters; and performs related duties as required.
Future projects/programs:
Senior Services – Research and development of an array of programs for seniors in the community to facilitate opportunities for socialization amongst our Active Adult and Senior population, including education, recreation, and enrichment programs, along with special events, congregate meals, and other activities.
Dog Park – Evaluate the 2109 feasibility study and development of a plan to determine development of a possible dog park.
Rincon Bluffs Preserve: Define a concept project for public consideration in 2024 and seek permits for implementation in 2025.
Linden Beach Plaza: Work collaboratively with State Parks to seek permits for the replacement of 4,000 square feet of old concrete patio segments with a larger, more accessible and attractive patio area, improving coastal access, and replacing the lifeguard station.
Library Services: Initiate a concept design to expand the library within the existing footprint of the Carpinteria Veterans Hall.
Carpinteria Skate Park: Complete Skate Park construction in early FY 23/24, which includes a large skateable area, restrooms, rest area, and parking facilities.
THE IDEAL CANDIDATE HAS
DEEP KNOWLEDGE OF AND TECHNICAL EXPERTISE RELATED TO:
- Current theories, principles, and practices common to public administration, park planning, land use, contracting, development and maintenance, and recreation programming
- Federal, state, coastal commission, and local laws, codes and regulations that are pertinent to the development, management, and operation of programming and facilities
- Resource development to garner grants, legislative appropriations, donations, sponsorships, and in-kind services for programs
- Monitoring and evaluating program results and demonstrating outcomes both qualitatively and quantitatively
- Verbal and written communication skills to develop reports, grants, evaluations, and other material as appropriate and speak to the concerns of others
- Applicable software and office methods, procedures, and equipment including the Microsoft programs (Excel, Word, and Outlook)

Incorporated on September 28, 1965, it is a general law city, with an elected five-member City Council, and a City Manager appointed by the Council. The Carpinteria City Council is composed of five Carpinteria citizens elected by district for four year overlapping terms, The Mayor and Vice-Mayor are selected by the Council from among the membership and customarily serve two-year terms.
City departments include General Government, Administrative Services, Community Development, Public Works, and Parks, Recreation, and Community Services.
The Department
The Parks, Recreation, and Community Services department programs and services provide recreational activities, beaches, piers, library services, aquatics, and community special events. Maintenance of City parks and facilities.
The Park and Public Facilities Maintenance Program includes the management of maintenance work on City parks, trails, open space, and public facilities. Facilities include City Hall, the Veteran’s Memorial Building, the Boathouse, Lifeguard towers, including well over one hundred acres of open space and parkland. The carrying out of maintenance is coordinated through the Public Works Department.
The City’s recreation programs are varied – from library programs, adult sports, community garden, and facilities like athletic field complexes, tennis courts, and a pool. Activities are focused on enrichment and benefit to the health and well-being of the lives of people of all ages who live, work, and play in Carpinteria. The City also provides community services support grants to local programs such as Girls Inc. and Boys and Girls Club.
The Community Pool Program includes facility management and aquatic programming and services that are based at the Carpinteria Community Pool. Carpinteria has benefitted immensely over the years as pool visitors enjoy access to a beautiful pool with high-quality programming available to patrons of all ages such as swim lessons, recreation and lap swim, swim clubs, and water aerobics programs.
There are approximately three miles of scenic Pacific Ocean coastline in the City of Carpinteria. For the stretch known as the Carpinteria City Beach, we provide a high level of service. This world-famous destination offers recreation programming, beach cleaning, lifeguard services, Junior Lifeguard program, and ocean flood control activities.
The Community Library provides residents and visitors with community lifelong-learning, literacy programs, and resources to help achieve personal growth goals. The library also offers an array of educational and personal enrichment services including story times, homework help, writers’ workshop, technology help, and ESL classes as well as special programs and events throughout the year.
Stewardship of the unique and environmentally sensitive natural resources of Carpinteria are an important part of the City’s recreational programs. Three of these areas are the Bluffs Nature Preserve, Salt Marsh Nature Park, and the Tar Pit Park.

MINIMUM QUALIFICATIONS
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Bachelor’s degree in business or public administration, recreation, or a related field;
AND
- Five years’ experience in recreation or leisure services, tourism, cultural arts, or other community-based programs, including two years in a responsible administrative position is required.
License/Certificate:
- Certification or ability to obtain CPR and First Aid certification.
Preferred Qualifications:
- A master’s degree in public administration.
- Ability to speak Spanish.
