The City of Anaheim Community Services Department seeks a highly dynamic Community Services Senior Program Specialist to support the City’s youth development efforts. The Community Services Senior Program Specialist will research, develop, and conduct youth development and outreach services to high school age youth and their families at Canyon High School as an outreach worker with the City of Anaheim’s Project S.A.Y. (Support Anaheim’s Youth) Program.

Project S.A.Y. (Support Anaheim’s Youth) is the City of Anaheim’s Youth Development Program. Project S.A.Y. serves junior high and high school age youth and their families living in Anaheim and uses a combination of Youth Outreach, Case Management, School Interventions, Assistance to Parents, Community Education, Youth Leadership Development, Health and Fitness, and Education and Employment to engage youth in positive and constructive activities to promote the healthy development of young people.

Youth meet individually with a Community Services Senior Program Specialist to resolve conflict and problem solve issues of importance in a young person’s life. Participants develop leadership, conflict resolution, problem solving, and goal-setting skills.

Candidates must possess responsible experience in Youth Development, Social Work, Community Services, and/or Counseling. It is highly desired for candidates to be pursuing or possess a Bachelor’s Degree in the area of Youth Development, Human Services, Social Work, or Counseling. Bilingual – English/Spanish speaking is highly desirable.

DISTINGUISING CHARACTERISTICS: This is the journey level classification in the Recreation Services series. Incumbents are responsible for program planning, staff supervision and administration for a particular recreational services program or functional area.

Essential Functions
Responsibilities and duties may include, but are not limited to, the following:

  • Develop, coordinate and implement youth development programs/activities that help youth build skills in the five competency areas identified as critical to the healthy development of young people (social/emotional, health/physical, cognitive/creative, vocational, and citizenship/ethical).
  • Conduct behavior guidance and para-professional counseling with youth.
  • Provide case management services including assessing client needs, coordinating a service delivery plan, providing para-professional counseling, and conducting follow-up checks on success of client/agency linkage, and conduct client progress checks.
  • Monitor and report client progress toward independence; establish and prepare case management files; prepare and maintain long term tracking records of clients; prepare and maintain statistical and narrative reports, productivity records, daily staff logs, project plans, and incident reports.
  • Conduct school based gang, drug, and violence prevention/intervention services, and assist school administrators in tracking youth living in “at-risk” environments and assisting them with reentry into school.
  • Conduct in-home assessments of family situation/needs and development of service delivery plan; may include conferences with parents regarding status of child welfare; establish individual responsibility, behavior, and academic agreements with clients; conduct emergency assistance and provide crisis intervention and follow-up to families; conduct initial assessment of youth, redirect youth, and follow up as needed on all referrals from school administrators, police officers, probation officers and parents.
  • Provide conflict resolution and mediation assistance between youth and their peer, parents, schools, and community.
  • Provide in-depth information and referral services; identify on-going support services/needs of families and assist them in accessing those services; identify short-term and long-term educational needs of clients and provide responsible referrals to social service agencies for assistance; problem solve obstacles to client progress; instruct clients on how to self-assess and access services.
  • Develop opportunities for youth that help them build developmental assets that youth need to grow up caring and responsible. (Asset categories: Support, Empowerment, Boundaries & Expectations, Constructive Use of Time, Commitment to Learning, Positive Values, Social Competencies, Positive Identity) Guide and supervise youths in the asset categories.
  • Participate in planning meetings and implementation of special events, educational programs and health services; conduct parent education presentations on subjects such as gang/drug awareness and prevention, graffiti prevention, behavior modification and communication, and provide in-service training to school personnel and other youth service professionals.
  • Maintain activity and progress records; conduct research and prepare reports; attend staff meetings; may attend regional workshops and conferences.
  • Develop and prepare publicity material including news releases, flyers, pamphlets, brochures, and presentations; perform public relations work within the community and with community groups pertaining to specific programs, events, and special activities.
  • Coordinate special events and projects, sometimes in collaboration with multiple outside agencies and/or service providers.
  • Recruit, train, direct, evaluate, and supervise the work of subordinate staff and volunteers.
  • Supervise, coordinate, and evaluate a variety of recreational programs; organize a variety of tasks, track program information, track staff/volunteer hours, prepare reports, and maintain logs, work schedules, delivery routes, and financial records.
  • Order and maintain program supplies, equipment, and informational literature; prepare, understand, and interpret written and oral instructions, policies and procedures.
  • Assist in the coordination of special events; arrange for staffing of special events booths and deliveries of publicity materials.
  • Provide program information to the public over the telephone, at the front counter, as well as through the mail and e-mail; respond to citizen’s requests and complaints; follow up and provide solutions to citizen problems.
  • Provide information, referral, and assessments; coordinate emergency assistance, and senior wheels transportation program; assist with special events and fundraisers; develop and distribute program publicity; serve as liaison to community committees.
  • Recruit and conduct orientations for new instructors; supervise and coordinate annual instructor evaluation process; prepare instructor payments and miscellaneous reports.
  • Create advertising contact and mailing list for newspapers, cable, radio, internet; coordinate marketing information and send out regularly scheduled new release packets; create fliers, forms, letters, activity guide copy, and write press releases.
  • Enter course and instructor information into Department’s program and facility software system; reserve facilities and process registrations as needed; cancel courses in CLASS and notify patrons and community center staff of course cancellations; process refunds and Anaheim Community Foundation scholarship applications.
  • Prepare community center calendars for scheduling of the proposed upcoming session of recreation classes.
  • Serve as a liaison between the City and cable company in updating Channel 3 Slides; assist in the maintenance and updating of the Division’s website.
  • Assist in producing fundraising materials such as letters, lists, proposals, and brochures; assist in the management of fundraising records; contact prospects by phone or written correspondence to seek donations.
  • Maintain positive working relationships with co-workers, other departments, and outside agencies; maintain high level of customer service, courtesy, and professionalism for all public contacts; communicate effectively with the public and with co-workers; establish cooperative working relationships.
  • Perform related duties and responsibilities as required.

Qualifications

Experience: Two (2) years journey level experience related to the recreational program to which assigned, including supervision of employees and volunteers. Candidates must possess responsible experience in Youth Development Services, Social Work, Community Services, and/or Counseling. Ideal candidates will possess at least 2 or more years of Youth Development related experience in an “at risk” settings.

Knowledge of:

  • Principles, concepts, and trends of the Youth Development Framework, including proficiencies in the Youth Core Competency areas and the 40 Developmental Assets.
  • Current research and practices in the areas of resiliency research, creating environments of positive support, and developing capable young people.
  • Youth program coordination.
  • Leadership and character development programs for youth; and challenges and obstacles facing youth living in “at-risk” environments.
  • College/university and other higher educational processes including enrollment and admissions and how youth may access those opportunities.

  • Operate the Department’s program registration and facility software system.
  • Operate modern office equipment including computer equipment and software programs.
  • Maintain accurate logs, records, and written records of work performed.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

License/Certification Required: Possession of a valid California Driver’s License by date of appointment. Position requires maintaining current CPR and First Aid certificates.

Note: Possession of a current (less than two years) tuberculosis clearance slip by date of appointment. Fingerprinting at the time of hire is a state-mandated requirement for all employees having direct contact with minors.
Supplemental Information

This is a part-time position usually averaging 20-30 hours per week. A minimum number of hours is not guaranteed.

RETIREMENT – Anaheim employees become members of the California Public Employees’ Retirement System (CalPERS).

Employees hired prior to or after January 1, 2013, who are an existing CALPERS member or a member of an agency with reciprocity with the City of Anaheim, will be enrolled in the 2.7% @ 55 CalPERS retirement benefit formula. Employees’ contribute 4.75% on a pre-tax basis for this enhanced retirement benefit.

Employees hired after January 1, 2013, who have never been a CALPERS member, or is a member of a retirement system (CalPERS or reciprocal) but has a break in service longer than six (6) months, will be enrolled in the 2% @ 62 CALPERS benefit formula. Employees contribute 6.75% of the normal benefit costs for this retirement benefit.

Members are eligible for a pension at retirement with five or more years of full – time equivalent service and age 55.

DEFERRED COMPENSATION PLAN (457): The City of Anaheim enrolls part-time 20-Hour employees in a Deferred Compensation Plan (457). Employees contribute 7.5% of their earnings (before taxes).

Part time 30-hour and 20-hour Employees hired after March 31, 1986 pay 1.45% contribution towards the Medicare Plan. The City does not participate in Social Security.
