What You Will Do
Join the Richard P. Feynman Center for Innovation (FCI) to lead strategy with a diverse set of commercial and industrial partners. As a part of our partnership development team, the National Security and Space Systems Partnership Development Program Manager (Partnership Development Program Manager) will work collaboratively with the science and technology organizations at Los Alamos to align national security and space sector strategies and leverage the world-class knowledge, unique capabilities, and signature facilities at Los Alamos to benefit a diverse set of partners. The successful candidate will be positioned to expand Los Alamos’s impact and support commercial entities as they seek solutions in the emerging space industry sector. This position is dynamic, helping to identify the capabilities at Los Alamos and deploy the Laboratory’s world class knowledge and expertise through partnerships in national security and space systems.
The Partnership Development Program Manager will work closely with Global Security and NASA Program Directors, Program Managers, various technical line managers, and scientists across the Lab to develop and execute a business development strategy that addresses our partners’ most challenging problems and further the mission of the Laboratory.
This position will be responsible for designing strategy and managing activities needed to identify, develop, and secure partnership opportunities with a particular interest in the growing space sector in New Mexico. These activities include understanding and cultivating key relationships with partners and organizations, aligning partner needs and Los Alamos’ current and future capabilities, and overseeing requirements, proposal, and agreement development.

Minimum Job Requirements:
Technical Knowledge
Experience developing successful business development strategies for national security and space sector clients and knowledge of the market and key transformation challenges.
Program Management
Advanced knowledge of and demonstrated consultative experience in all aspects of program development and/or program management of complex technical/scientific work, including defining program work scope, schedules, budgets, priorities, and performance milestones.
Relationships
Advanced Knowledge and successful application of partnership development and portfolio management principles, concepts, and practices.
Demonstrated ability to work with scientists and engineers who conduct basic science research and facilitate the interaction to align Laboratory capabilities and technologies with the business intent of potential partners.
Communication Skills
Experience brokering with customers, federal customers, and research groups/programs to determine what must be accomplished to meet customers’ needs, established time frames, and Laboratory requirements. Ability to articulate concepts through various oral and written communication media, using a diverse range of technical and business acumen.
Demonstrable understanding of market drivers, messaging, and tools to promote opportunities, technologies, and research capabilities to attract private sector partners.
Leadership
Able to prioritize strategic actions to maximize the resource and time constraints demanded.
Team-oriented approach, with ability to take initiative, self-start, prioritize, and manage multiple projects simultaneously to drive programs and projects to completion.
Consultative experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.
Strong interpersonal skills, a problem-solving attitude, and the ability to work both independently and as a collaborative team player.
Tools and Systems
Proficiency in Microsoft Office Suite (Word, PowerPoint, and Excel), and Adobe Acrobat.
Education/Experience
Bachelor’s degree in a business, science or engineering discipline from an accredited institution and 8 years of directly related technical and project management experience.
Desired Qualifications:
- Familiarity with space system technologies and laboratory capabilities.
- Demonstrated project management and contract execution experience.
- Previous business development or project experience in a government or research lab environment.
- In-depth technical experience in one or more space system technology areas.
- Experience with market research tools such as Pitchbook, BCC market research reports, and other web-based platforms.
- Ability to obtain or have an active SCI clearance.
Work Environment:
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
