The Department of Homeless Services Division of Family Services, Path Family Intake operates 24/7 as the City’s Intake Center. Serving families with children seeking shelter and provides a comprehensive array of onsite services that include housing placement services, referrals, housing preparation along with facility security, maintenance, counseling, case management and linkages to other community-based programs.
The Family Work Unit is responsible for conducting interviews for adults 18 years or older pertaining to their reason for homelessness and making any necessary referrals.
Under the direction of the Senior Director of PATH, with wide latitude for independent judgment and initiative, the PATH Senior Manager performs the highest level of responsibility to ensure the efficient and safe operation of PATH – Family Intake. This position serves as the head of a highly complex operation, which involves making operational decisions in the Family Work Unit and performs related work beyond all areas of functionality. The responsibilities of this position include overseeing a team of supervisors who are responsible for ensuring that they properly monitor and manage staff involved in the daily operations of the facility, including the physical plant, as well as staffing, supplies, and processes.
The Department of Homeless Services is recruiting for one (1) Administrative Director of Social Services M-2 to function as Path Senior Manager of the Family Work Unit, who will:
• Oversee the day-to-day operations of the Family Work unit, ensuring that supervisors are equipped to efficiently manage staff in accordance with guidelines and procedures to ensure the health, safety and welfare of DHS clients and staff on-site. Monitor program data to ensure units maintain optimal performance levels in terms of productivity and accuracy and identify problematic trends in need of attention. Ensure that Supervisors are implementing corrective action plans as necessary to address issues of inaccuracies on case records or determinations and less than optimal productivity rates.
• Provide administrative direction regarding the application of administrative procedures and regulations pertaining to the program to Supervisors, ensuring that staff adhere to and follow the City and Agency policies and procedures by reviewing the applicability of rules and regulations with staff, such as Equal Employment Opportunity (EEO)/Time and Leave, Absence Control, Overtime Allocation, and Employee Evaluation Program and Control Plans.
• Meet regularly with the PATH Senior Directors and Assistant Commissioners to discuss issues related to PATH operation and render advice on issues and trends impacting the program. Regularly meet with subordinates to discuss and recommend directions, provide guidance as needed for staff time and leave and other agency procedures. Advise subordinates on labor relations issues; interpret City and Agency rules and regulations; guide staff to act according to procedures for disciplinary actions.
• Oversee training and staff orientation, provide overviews on the process to both internal and external recipients. Ensures that staff receives adequate and comprehensive training to complete their assignments.
• Direct the review of the application of rules and regulations with supervisors, ensuring that eligibility determinations are made within the parameters of the legal directives and that proper protocols are established to standardize determinations. Ascertain that investigatory and eligibility decisions made are sound and completed within the prescribed timeframes. Formulate/Develop/Implement policies and procedures in response to identified needs.
• Chair workgroups to devise strategies to introduce efficiencies at Intake and to successfully implement agency initiatives. Strategize to resolve bottlenecks in the intake process and implement and monitor procedures to move clients through the process quickly, while efficiently resolving any issues that may surface throughout the process.
• Collaborate services with the following sister agencies: Human Resources Administration, (HRA), Administration of Child Services (ACS), Division of Youth & Community Development (DYCD), Domestic Violence Services (DVS), New York City Housing Authority (NYCHA), Housing Prevention Development (HPD), contracted providers (onsite medical provider and home-based offices), and community-based organizations (hospitals, mental health providers, veterans’ services).
• Respond to emergencies and participate in emergency preparedness, ensuring that the facility is adequately always staffed and available.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to “1” above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in “1” above, as follows:
(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in “1” above.

• New York State Driver’s License.
• Bilingual skills a plus.
