Payment Supervisor

The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

The Payment Supervisor is responsible for supervising the processing of payments on behalf of Contracted Child Welfare Foster Care, Prevention Juvenile Justice providers, the NYC Department of Education Committee for Special Education (CSE) Care & Maintenance Payments for youth placed by the DOE in residential settings; Special Education Tuition Payments for youth attending Union Free School Districts outside of NYC; Extraordinary Needs Facilities (ENFC) Care/Maintenance and Tuition payments for youth placed outside of the ACS foster care continuum and College Room and Board Supports under the College Choice initiative. These programs are complex and require expedient processing of invoicing. Delays in processing due to shortage of processing staff can impact delivery of vital funds to recipients.

Typical duties include but are not limited to:
• Supervise staff activities, by making personal observations, review reports, hold conferences and compare work completed with quality/quantity standards and milestone expectations to meet program objectives/ensure adherence to mandates.
• Prepare and distribute schedules of work activities and assignments for staff based on knowledge, nature and duration of activities/assignments, by using and enforcing formal scheduling techniques to provide timetable for efficient completion of unit work and adequate coverage during hours of operation.
• Control the collection and analysis of statistical and other quantitative data by supervising and guiding staff in the production of summary descriptive and projective consequences for agency assessment, to report findings to management for decision-making purposes.

Minimum Qual Requirements

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Preferred Skills

The payment supervisor must be proficient with welfare payment systems [FMS, PMRS, BICS, WMS, SPPT, Accelerator Financial, PASSPort, CAPS, and Voucher Log] ensuring the timely and accurate payments of monthly foster care payroll, single issue and special payments. Child Welfare Payment Services serves over 26 agencies with multiple contracts and is responsible for ensuring that all agency contract payments are issued in a timely manner and in accordance with governing directives.

New York City residency is generally required within 90 days of appointment.
