Payroll & Accounts Payable Manager

Position Summary

The Payroll and Accounts Payable Manager reports to the Controller and is responsible for managing the payroll and accounts payable functions of the Accounting department. They will ensure that all employees are paid accurately and on time, and that all agency payments are processed in a timely and efficient manner.

Essential Functions

  • Demonstrates a clear understanding of the Covenant House Mission, philosophy, history and tradition(s) and the underlying values upon which the Agency is founded to the staff, youth and the community we serve;
  • Understand and integrate the Five Principles of the Covenant House Philosophy;
  • Understand and comply with all Agency policies and procedures;
  • Maintain a high level of ethical standards;
  • Responsible for the management and oversight of the payroll and accounts payable functions; including managing, training, and review of the staff responsible for the day-to-day activities;
  • Responsible for ensuring payroll is processed accurately and on time, including all necessary deductions and withholdings;
  • Responsible for maintaining accurate employee profile and time and attendance records within the established system of record, ensuring compliance with all relevant regulations;
  • Responsible for managing and reconciling all payroll-related accounts and records to the general ledger functions including assigned balance sheet accounts to ensure reconciled and accurately allocated and preparing journal entries as needed;
  • Responsible for ensuring all accounts payable and associated payments are processed timely and in an efficient manner;
  • Ensures that all invoices are reviewed and approved in accordance with agency procedures;
  • Reviews files to insure all necessary information and documentation essential to establish a complete audit trail for financial accountability is available;
  • Prepares and maintains all necessary documentation for payroll and accounts payable, including records of taxes paid and financial reports. This will include reconciling 941 forms to general ledger entries, employee W2 documents, ACA compliance, form 1099 reports, and any other regulatory reporting reconciliation;
  • Work closely with other departments within the organization to ensure that all financial transactions are accurate and timely
  • Conduct regular reviews of the accounts payable process to identify areas for improvement;
  • Provide support in the preparation of the agency’s annual audit and other internal and external reviews, as necessary;
  • Generate weekly or monthly reports as requested by Accounting Management Team;
  • Keep supervisor fully informed at all times;
  • Any other duties as assigned;

Qualifications

Education

Associate Degree in Business Administration or related field of study with emphasis in accounting, or similar preferred or applicable experience as described below may be substituted.

Experience

3 or more years of professional accounting experience, with emphasis in payroll and accounts payable processing and management. Demonstrated professional knowledge of accounting principles or has the ability to adapt and learn state and federal regulations in a timely manner.

  • Excellent oral and written skills including organizational skills and attention to detail;
  • Outstanding communication skills for working with front-line staff, management and board members, plus vendors, community donors and others;
  • Ability to prioritize multiple tasks;
  • Willingness and ability to work outside of normal business hours, and Holidays and/or weekends as needed;
  • Possess a current state of Alaska Driving License;
  • Have a clean driving record;
  • Pass federal, state and local background investigation.

Working Conditions

  • Position is established in an office setting within the Youth Engagement Center.
  • Noise level is mild to moderate, consistent with office and residential environments.
  • Must have the ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Must have the ability to observe details within close range.
  • Must be able to remain in stationary position for extended periods of time.
  • Must be able to move within the office to access files and office equipment.
  • Consistently operates a computer and related office machinery.
  • Must be able to ascend/descend stairways in case of emergency to exit building safely.
