PEOPLE OPERATIONS SPECIALIST – GENERALIST

The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.

The Office of People Operations delivers HR solutions to the agency as the liaison to external city government oversight for succession planning, payroll management, and policy implementation. The People Operations Specialist will report to the Chief People Officer and will be part of a dynamic, service-oriented team responsible for developing and executing human capital strategies and initiatives to support the agency.

The People Operations Specialist will mainly assist the Payroll Manager with payroll-related duties but will also serve as a generalist in other functions of the department. Responsibilities include, but are not limited to:
• Serve as agency timekeeper.
• Assist Payroll Manager with preparing managerial lump sum payments (MLSP) for the Comptroller audit.
• Monitor agency weekly timesheets for completeness, and track time usage and accruals for all employees.
• In the absence of the Payroll Manager, prepare bi-weekly payroll for the agency.
• Assist with managing HR and Payroll email alias by responding to employee inquiries in a timely manner.
• Review weekly CityTime reports to ensure proper usage and receipt of sick leave documentation.
• Assist new hires and transfers with city-time training.
• Prepare standardized monthly, quarterly and ad-hoc CHRMS reports, when needed.
• Utilize NYCAPS for new hire entries, civil service actions, and complete employee status changes regarding promotions and payroll adjustments.
• Assist the Talent Acquisition Specialist by preparing for and attending recruitment events.
• Assist with creating and managing a robust agency internship program.
• Assist with ad-hoc HR and learning & development projects as needed.

Minimum Qual Requirements

1. A bachelor’s degree from an accredited college including or supplemented by at least twelve semester credits (or the equivalent of twelve semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
2. A four-year high school diploma or its educational equivalent and five-years of experience as described in 1 above; or
3. Education and/or experience equivalent to 1 above.

Preferred Skills
• 3-4 years of progressive HR experience, with a strong background in City payroll processes, including extensive knowledge of processing managerial lumpsum is highly preferred.
• Knowledge of NYC personnel policies and procedures, Civil Service Rules, and Regulations a plus.
• Experience with PMS, PRISE, CityTime, PI, and CHRMS.
• High level of technical proficiency, particularly working with Microsoft platforms.
• Strong analytical, problem solving, and communication/presentation skills (both verbal and written) and the ability to manage multiple projects with various deadlines simultaneously.
• Excellent analytical skills, good reasoning abilities, and execution of sound judgments
• Experience performing data entry and processing high volumes of information and the ability to work on multiple projects concurrently.
• Superior interpersonal skills including patience and ability to work well with staff at all levels and functions including demonstrated skill in conflict resolution.
• Strong work ethic and meticulous attention to detail.
• Excellent analytical skills, good reasoning abilities, and execution of sound judgments.
• Strong problem solving, writing, oral, and organizational skills.
• Ability to maintain a high level of confidentiality.
• Strong communicator and collaborator who can adapt to a variety of work styles.
