Minimum Qualifications of Education and Experience:
- Associate’s Degree in accounting, business administration, economics, finance, political science, project management, public administration, public policy, or closely related field; and four (4) years of full-time work experience related to project management, planning, analysis, evaluation, performance measurement, or business process improvement.
OR Bachelor’s degree in accounting, economics, finance, political science, project management, public administration, public policy, or closely related field; and two (2) years of full-time work experience related to planning, analysis, evaluation, performance measurement, or business process improvement.
- Must possess a valid driver’s license and be able to drive in the state of Minnesota.

- Any satisfactory equivalent combination of education, training, and experience that totals six (6) years that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
- Under the supervision of the Senior Management Analyst, the Performance Management Analyst provides coordination, while performing independent work setting up data collection processes, gathering and reporting on performance metrics, conducting analysis and data visualization, facilitating discussions, evaluating programs, performing process improvements, designing surveys, preparing reports, and creating presentations. The successful candidate will possess problem-solving, interpersonal, and communication skills as well as significant operational, personnel, and project management experience.

Duties / Responsibilities
Primary Essential Work Functions:
- Conducts research, policy analysis, and data analysis on topics related to city-wide issues or issues specific to departments or divisions.
- Prepares and reviews reports recommending solutions or alternatives for action related to assigned research and analysis.
- Prepares written reports and presentations of findings and possible solutions based on analysis conducted.
- Executes projects that involve other staff, to include developing a project scope and work plan, coordinating efforts, and consulting on processes and findings.
- Serves as a liaison with other departments and divisions as well as external partners, as appropriate.
- Responds to ad hoc requests for analytical support or facilitation from city leadership or departments/divisions.
- Identifies, engages, and promotes participation by stakeholders, in project planning and outcomes beyond project sponsors and related staff.
- Responds to requests for information related to projects, as appropriate.
Communicates With:
- Internally – City staff, department heads, Information Technology staff, Public Safety staff, and Finance/Accounts Payable staff

Conditions of Employment:
- Must possess a valid driver’s license and be able to drive in the state of Minnesota.

Hours of Work
Regular working hours are typically Monday through Friday, 8:00 a.m. to 4:30 p.m., and outside of regular working hours as necessary.

Paid Vacation:
Vacation accruals, utilization and payouts vary within each collective bargaining agreement and/or employee handbook. The following is the general overview of the vacation benefit:
- Vacation hours may be accrued to a maximum of 50 days or 400 hours.
- Hours are accrued incrementally each pay period.
- Vacation hours may be taken in 30-minute increments.

All regular full-time employees of the City, except those who are governed by a union contract or different holiday policy, receive ten (10) paid specific holidays and one (1) floating holiday.
Health Insurance Coverage Through Blue Cross/Blue Shield of MN:
- Health insurance plans to choose from: $5,000 HDHP, $3,000 HDHP, $500 CMM, $100 CMM
- City contributes up to $1,000/month ($12,000 annually) towards single coverage plans; and up to $2,500/month ($30,000 annually) for family coverage plans.
- All employee contributions towards premiums are deducted through payroll deductions on a bi-weekly basis.
- City contributions for union members will follow negotiated contract language.
