The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
The Center of Public Health Excellence supports State and Local public health agencies in delivering high quality services to Ohioans. The Center team coordinates activities to improve health access and opportunity for all, facilitate continuous quality improvement of public health practice, identify health needs of Ohioans and strategies to address them, and implementation of innovative programs.
On behalf of the Center of Public Health Excellence deputy director and Ohio Department of Health (ODH), this position will serve as the Public Health Accreditation and State Health Improvement Plan program manager. You will plan, develop, organize, evaluate, & ensure overall implementation of statewide & agency-level health assessment (SHA) and health improvement plan (SHIP).
The ideal candidate will have program management experience, developing/managing performance measures, experience facilitating workgroups, public health accreditation experience and experience working with local health departments and state agencies.
Must have strong oral, written, critical thinking and organizational skills. This position will require collaboration with both internal and external stakeholders.

What You’ll Do:
- Assures alignment of agency performance measures with the State Health Improvement Plan (SHIP) plan outcome & strategies
- Assists ODH programs in identifying & selecting performance measures that align with the SHIP and state agency strategic plan; manages vendor projects related to the SHA and SHIP.
- Facilitates regular reporting, review, & updates to SHIP tracking and SHA dashboards.
- Serves as designated Accreditation Coordinator for ODH, administering the national Public Health Accreditation Board (PHAB) standards for ODH & works collaboratively with the Ohio local health districts: tracks progress in meeting or exceeding a common set of standards and core public health services; continually strives to improve services, values & accountability to stakeholders.
- Facilitates the agency PHAB reaccreditation efforts: ensures the agency has processes/policies in place to address the impact & contributions of health strategies that improve population health; monitors efforts to ensure agency policies/practices evolve, improve, & advance the improvement of the health of the population served; assists in working with the agency to plan continued improvement; manages reaccreditation timelines (e.g., reapplication, document preparation & submission, site visit process, maintain associated records), standards & measures & ensures each are clearly communicated to the agency; manages & facilitates workgroups to sustain accreditation (e.g., annual reports, document preparation & submission).
- Monitors national PHAB standards and modifies agency plans to meet revised national standards.
- Participates in national and state-level learning cooperatives on the topics of public health accreditation, modernization, and best practice to inform and improve Ohio standards.
- Analyzes & evaluates programs, procedures & policies to ensure alignment to sounds public health approach in line with current PHAB standards.
- Provides training & technical assistance to ODH program staff & local health jurisdictions on PHAB alignment and SHIP/CHIP (Community Health Improvement Plan) implementation; creates resources & guidance for consistent implementation. Assists in the analysis of CHIPs and CHNAs (Community Health Needs Assessments) to the SHIP. Conducts analysis of hospital community benefit investments for alignment to CHIPs/SHIP.

Unless required by legislation, the selected candidate will begin at Pay Grade 15, Step 1 of the exempt Pay Range Schedule ($39.27 per hour), with an opportunity for pay increase after six months ($41.48 per hour) of satisfactory performance and then a yearly raise thereafter.

Qualifications
Completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.
-Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.
-Or 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.
-Or 1 yr. exp. as Program Administrator 2, 63123.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
