Summary

The Permit Expediter is accountable for the permit submittal of new construction development projects for fueling stations. Conducting site investigations in specific or general project areas to determine planning and development requirements. Gathering and analyzing data relevant to the development review process to ensure that construction projects comply with State, County and/or Local regulations and permitting requirements. Utilizing a project planning process that encourages objective metrics, stakeholder involvement, feedback and effective controls.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
• Identify and determine the state, county, and local codes, ordinances and regulations that are applicable to station design and construction projects.
• Conduct site investigation, review parcel maps, and review geotechnical studies.
• Researching city planning and zoning codes, compiling reports and documentation, and transporting time-sensitive documents.
• Plan schedules for obtaining necessary permits and other development requirements for completion of the project.
• Determine necessary approvals required for projects and create plans for obtaining approvals.
• Review planning documents such as regulatory agency applications, instructions, check lists, or plan-check comments and determine appropriate action.
• Develop a strategy to expedite approvals, using a combination of internal and external resources.
• Prepare presentations on project plans, schedules and details.
• Make presentations on project plans to internal staff, planning & zoning boards, and or City Council members
• Obtain required approvals from planning & zoning departments or other discretionary approvals to implement construction plans
• Maintain tracking resources, correspondence, and documentation
• Identify and resolve problems and issues with AHJ
• Conduct a quality check of all documents and reports, verifying accuracy of data, information and calculations.
• Routinely and regularly exercise independent judgment.

Qualifications

Education and/or Experience
Bachelor’s Degree, 6-8 years of related experience and/or training; or equivalent combination of education and experience. Knowledge of regulations and laws pertaining to construction projects. Knowledge of project planning, budgeting, and scheduling.

Language Skills
Ability to read, analyze, and interpret documents such as general business periodicals, professional journals, technical procedures, or governmental regulations, sales contracts, RFPs, PONs, safety rules, operating and maintenance instructions, and procedure manuals. Ability to compose and write proposals, reports and correspondence. Ability to speak effectively in front of groups.

Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills
Knowledge of all Microsoft Office applications.
