Personnel Liaison

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. The BPHC oversees the medical services and clinical operations of eight Sexual Health Clinics, nine COVID Express Testing Clinics, three COVID Vaccine Operation Clinics, and four Tuberculosis Chest Clinics. One Immunization Clinic will join BHPC in the near future. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers. The Bureau of PHC requests approval to hire an Administrative Manager NM Level I from the Civil Service List.

Duties will include but not limited to:
Serve as the Start Date Coordinator.
Work with PHC Managers and supervisors to accomplish various job functions pertaining to staffing.
Assist PHC staff by providing professional and competent personnel services with CityTime timesheets, overtime requests and inquiries on DOHMH Time and Leave and payroll issues.
Process various employee actions in the Personnel Action Triggering System (PATS) such as new hires including college aides, staff separations, employee promotions, Civil Service promotions, Leave of Absences, and change of reporting category codes.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in “1”
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in “1”, “2” or “3” above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in “1”, “2” or “3” above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

New York City residency is generally required within 90 days of appointment.
