The Injection and Mining Division (IMD) has the responsibility of implementing two major federal environmental programs which were statutorily charged to the Office of Conservation: the Underground Injection Control (UIC) program with federal oversight from the Environmental Protection Administration (EPA) and the Surface Mining Program with federal oversight from the U.S. Department of the Interior, Office of Surface Mining.

LOCATION AND POSITION INFORMATION:
This Petroleum Scientist Manager is located in the Injection and Mining Division within the Office of Conservation (OC) in Baton Rouge, LA. This position will be filled by way of an internal promotion with a current Office of Conservation employee. Applicants outside of the Office of Conservation are not eligible for consideration. This position is within the Surface Mining Section, Injection and Mining Division, Office of Conservation, Department of Natural Resources. The Surface Mining Program protects state and private lands from unreasonable degradation by those engaged in surface coal mining operations, whereas the Abandoned Mine Land Program addresses impacts to land or water resources that have been adversely affected by surface coal mining development. The person in the position is skilled in highly complex and specialized regulatory and technical activities that concern all aspects of surface mining, particularly in the area of day-to-day technical and administrative duties.

Supervision will be exercised over lower-level staff assigned to the Surface Mining Section and Abandoned Mine Lands Program. Primary review of the position’s job performance is from the Petroleum Scientist Administrator (Director) of the Injection and Mining Division. All work is performed in concert with policies, procedures, rules and regulations of the division, Office of Conservation, Department of Natural Resources. From time-to-time, work may be performed under specific requirements of the United States Office of Surface Mining or other federal agencies.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with a major in one of the following scientific fields: engineering, geology, geosciences, earth and environmental science or geophysics, plus five years of professional level experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation.

SUBSTITUTIONS:

A bachelor’s degree with 24 hours in petroleum engineering or geology will substitute for one year of the required experience.

A master’s degree or Ph.D. in any of the qualifying fields will substitute for one year of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Serves as project manager for highly specialized petroleum engineering, geological and/or other related reservoir or aquifer work involving varied problems encountered during and/or after oil and gas exploration, production/drilling, and/or plug and abandonment practices and procedures.

Manages the technical and operational functions of a petroleum program, which may include making decisions and recommendations that are authoritative and have broad impact.

Manages the review and implementation of all relevant rules, regulations, and procedures governing petroleum-related matters such as identification, exploration, production, protection, and conservation of the state’s natural resources.

Responsible for purchasing responsibilities, budget management and preparation, as well as the education, development, and job performance of personnel assigned to the program.
