SKILLS:

  • Experience in executing lab-scale and full-scale testing with strong ability to develop test plans, gather-assemble-analyze and interpret data and results to provide support to nuclear community decision makers and integrate into modeling tools.
  • Application of critical thinking skills, risk management, configuration management, and decision analysis.
  • Experience working effectively with multiple DoD, academic and private industry organizations.
  • Understanding of DoD weapon systems issues, and experience in areas such as research and development, design, acquisition, production, maintenance, repair, engineering support, testing and evaluation, and/or system modification is preferred.
  • Excellent teamwork and communication skills are required to effectively interface with internal and external stakeholders at all levels as well as the independence, assertiveness, self-reliance, and tenacity to get the job done.
  • A strong background in collateral, sensitive compartmental and special access program security program management.
  • Candidates must have a strong technical background and be able to grasp extremely challenging technical concepts in these areas (this list is not exhaustive):
    • Physics, thermal radiatin, nuclear radiation physics, blast/shock propagation, general engineering principles, statistics
    • Strng background in modeling and simulation tool development and maintenance
    • Sftware architecture, design, implementation, and industry standards regarding the software development lifecycle.
    • Strng understanding in MS SQL, Python, C++, Java Script, and other software development scripting languages
    • Database management and data scientist principles
    • Applicatin of software configuration management industry standards
    • Real-time systems and sftware design and development principles
  • Formal cyber/programming training is preferred but is not required. Industry recognized certifications may include CLP, CPP, MCSD, CISSP/CISM ISSEP/ISSAP, GIAC Security Essentials Certification (GSEC), GIAC Python Coder (GPYC), CompTIA Cybersecurity Analyst CySA+/CSA+, EC-Council Computer Hacking Forensics Investigator (CHFI), etc.
  • Experience working within Agile teams and a DevSecOps driven organization.

DUTIES:

  • Provide solutions to execution issues and apply risk management to schedules and costs.
  • Analyze test results for incorporation into models and simulations beyond test parameters.
  • Verify models developed from theoretical analysis and test data.
  • Perform Nuclear effects survivability studies throughout the mission profile.
  • Provide user feedback to software developers for improvements.
  • Communicate results of test and analysis of nuclear effects to operations and command level leadership
  • Support wargames as a SME for Nuclear weapons effects

  • Experience using principles of systems engineering and test planning to execute survivability and effectiveness assessments of complex systems.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • This position will be coded under the Acquisition Professional Development Program (APDP), Systems Planning, Research, Development and Engineering Level 2 certification.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Highly desired: 3-5 years of engineering or scientific discipline in the following areas: Mechanical, Nuclear, Electrical, Systems Engineering, Physics, Physical Sciences, Mathematics/Statistics and/or Nuclear Weapons effects. The employee must have graduated with a bachelor’s degree in science or engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college or university. An advanced degree is desired.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.

2. Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.

3. Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems.

4. Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs.

5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.
