A vacancy exists in Public Works: Engineering & Construction – Storm Drain Design.

Examples of Duties
Under general supervision, supervises and performs professional floodplain management and grant program management for the Department of Public Works and Transportation.

  • Supervises the development, review, commenting and analysis of concept plans, landscape plans, community plans, site plans, development plans, limited exemption plans, minor subdivision plans, zoning petition plans, zoning use permit plans, zoning administrative approval plans and other plans and related documents.
  • Resolves conflicts with developers, community groups, builders, engineers, surveyors, attorneys and other county or state units or agencies.
  • Acts as a Floodplain Administrator, ensures required permits are obtained before Letter of Map Change (LOMC) application submittals, reviews LOMC applications and understands how regulations apply to LOMC proposals.
  • Assists in the development, modification, and administration floodplain management program consisting of corrective and preventative measures for reducing flood damage, including but not limited to emergency preparedness plans, flood control works, and floodplain management regulations.
  • Conducts and participates in meetings with community groups, advisory groups, representatives of other County and governmental agencies, developers, builders, engineers, surveyors, attorneys and others regarding floodplain management, land use and development issues.
  • Serves as a senior planner on various committees or for special projects for the agency or division.
  • Administers grant programs.
  • Prepares grant application submittals.
  • Serves as a liaison between the granter and the agency.
  • Monitors grant expenditures to ensure they are in accordance with program guidelines and appropriation balances.
  • Develops policies and programs to support and increase the viability of community and business organizations relative to floodplain management.

Qualifications

Graduation from an accredited college or university with a master’s degree.

Plus

Four years’ professional planning, zoning, development, or land use experience.

OR
Graduation from an accredited college or university with a bachelor’s degree
Plus

five years’ professional planning, zoning, development, or land use experience.

Preferred Qualifications

  • Possession of a Certified Floodplain Manager (CFM) Certification.
  • Experience in FEMA.
  • Flood mitigation, elevation, acquisition grant programs.
  • Experience in grants management and applying for grants.
  • Experience with green infrastructure principals and implementation practices.
  • Experience with FEMA’s Community Rating System (CRS).

EXAMINATION PROCEDURE

Salary

Annual Salary review – Step increases may be granted on anniversary date based on satisfactory job performance
General Increases – Cost of living increases and adjustments may be granted as legislated.
Longevity Increases – In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
