Position Summary/Purpose of Position:
The University of Maryland National Center for Smart Growth (NCSG) and the Montgomery County
Planning Department, part of the Maryland National Capital Park and Planning Commission (M-NCPPC), are looking for a Planning Associate that will work at the Montgomery County Planning Department, based in its Wheaton, MD office. For over 90 years, M-NCPPC has enjoyed a national reputation for excellence in planning and, today, serves the culturally diverse populations of Montgomery and Prince George’s Counties on the border of Washington, D.C. The Montgomery County Planning Department provides planning functions including long range planning as well as reviews of development applications in a diverse built environment of downtown urban districts, suburban communities and agricultural areas. The Department has pioneered nationally-modeled programs in agricultural preservation, inclusionary housing, and transit-oriented design. Montgomery County is evolving quickly as a model of new suburbanism, shifting away from traditional suburban greenfield development to a greater emphasis on infill redevelopment and urbanizing areas around transit and key corridors. The Montgomery County Planning Department Countywide Planning and Policy (CP&P) Division undertakes projects that span more than one geographic area, including adequate public facilities, environmental resources, historic preservation, housing, transportation networks, and zoning. While much of the Department’s planning work is site-specific, our division considers planning and growth management on a countywide basis. Among our many tasks, we produce functional master plans, policies and guidelines that impact multiple geographic areas. The CP&P Division is seeking a Planning Associate to conduct research, data collection, field work and technical and spatial analysis. Although the primary job function includes planning and design review of public sector transportation projects, the incumbent may also have opportunities to work on housing and zoning policy analysis, master planning efforts, and development review. The salary range is $73,000 to $78,000 based upon experience.
Potential assignments and tasks may include:
- Obtaining and analyzing data from a range of sources (e.g., US Census, USDOT Bureau of Transportation Statistics, MWCOG’s Regional Travel Survey, National Household Travel Survey etc.) to prepare analyses of transportation conditions, countywide and in sub-areas. These analyses require strong attention to detail and an ability to analyze and distill complex technical information using GIS.
- Supporting staff in the technical evaluation of transportation capital improvement projects and private development projects for conformance to county code, guidelines and master plans, as well as national standards and best practices.
- As requested, completing discrete research assignments for transportation efforts, such as access management, complete streets, walkability, access to transit, and road safety/Vision Zero.
- Completing technical transportation analyses in support of countywide and area master plan development.
- Assisting in the preparation of technical reports and in presenting transportation-related issues to the Planning Board. The focus of these efforts will likely be part of the agency’s Mandatory Referral process involving review of transportation capital improvement projects planned within Montgomery County.
- Creating accurate, easily comprehensible, thoroughly documented charts, maps, and graphics to enhance written products and presentations as appropriate.

Minimum Qualifications:
Education:Master’s degree in urban planning or similar field, OR a bachelor’s degree in urban studies, policy studies, sociology, or a similar field.
Experience:
Two years of full-time employment in a professional environment.
Knowledge, Skills, & Abilities:
- Proficiency with GIS, data analysis and/or visualization tools (Streetmix, Sketchup, etc.). Previous experience creating story maps in ArcGIS Online or a similar program is a plus.
- Proficiency with Microsoft Office 365 (Word/Excel/PowerPoint/Teams).
- Strong attention to detail.
- Strong organizational skills, ability to work on multiple assignments independently and meet deadlines.
- Strong oral and written communication skills.
- Enthusiasm for quantitative research and data analysis.
