The Work You Will Do:

This Planning Consultant position within the Division of Waste Management assists the Petroleum Restoration Program with advanced professional work under the direction of the Environmental Administrator for Team 1 located in Tallahassee, Florida. The ideal candidate should possess the ability to work independently and aid the rest of the Program to research, plan, and work with industry contractors to implement complex assessment and remediation designs focusing on Petroleum contamination which fall under applicable state and federal rules, statutes and regulations related to Contaminated Site Cleanups.

The Planning Consultant utilizes knowledge and experience to evaluate site conditions at contaminated facilities in order to help the environmental industry find an economical and successful solution to bring Florida lands back to a condition sustainable for future generations. Towards this endeavor, he or she participates in meetings with representatives from the regulated community and federal, state, and local governments, and helps perform technical reviews and develop procedures as required by the Florida Department of Environmental Protection, as well as, assists with other duties as needed. The Planning Consultant also works with other Program staff to plan and prioritize activities and projects in line with DEP’s strategic objectives and find integrated solutions on a variety of organizational challenges as needs arise.

Your Specific Responsibilities:

  • This is an advanced position as a Planning Consultant. This position is responsible for performing site management oversight and technical review regarding the assessment and remediation of petroleum contaminated sites pursuant to Chapter 62-780, Florida Administrative Code (F.A.C.). The employee in this position will report to the Section Environmental Administrator. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all Departmental rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. The allocation of duties for the position are as follows:
  • Employee oversees the performance of the contamination assessment and remedial action activities for state-funded rehabilitation projects. Reviews site-specific scopes of work with the assistance of technical support personnel, negotiates these elements with contractors and prepares work orders for said work. Participates in work-site oversite if needed, assists in making recommendations for corrective actions, negotiates changes in the scope of work as required and prepares work change orders. Performs a detailed review of work summary reports. Reviews and approves contractor invoices for properly completed work. Monitors the environmental rehabilitation occurring at site and the consultant’s efficiency in accomplishing the cleanup in a cost-effective and timely manner. Should be knowledgeable about petroleum assessment and remediation and using Storage Tank Contamination Monitoring (STCM), OCULUS, and Ariba-on-Demand (AoD).
  • Employee may need to track State-owned remediation equipment status and participate in the annual State-Owned Property inventory process. Tracks historic/on-going costs against program funding caps associated with site rehabilitation projects. Tracks due dates for contractor deliverables and invoices and sends notices as applicable. Travels to contaminated sites as necessary to evaluate cleanup site conditions, contractor work and equipment status.
  • Assists with reviews of Performance Based Advanced Cleanup (PBAC) bundled facilities and individual Advanced Cleanup (AC) applications, as well as sites recommended for Performance Based Cleanup (PBC) by Petroleum Restoration Program (PRP) site managers. The review includes performing a detailed site history study, review of all geologic and engineering data that has been collected and is available for the facility and comparison of similar sites/experience, etc. to the PBC proposals. Develops an estimated cost based upon all available data for final evaluation/cost estimation and PBAC/PBC contract development for cleanup. Participates in PBAC and AC negotiations, discussions, and presentations.
  • Assists AC Coordinator with auditing status of PBAC bundles and other sites under cleanup through fully executed AC Agreements to aid management in tracking progress and with strategic planning.
  • Assists with ensuring that overall requirements of site management cleanup requirements are met. Manages the performance of contractors as a Site Manager. Prepares Scopes of Works/SPIs, works in AOD, reviews invoices, and performs other administrative and technical responsibilities of a Site Manager. Assists in maintaining requirements of the overall funding agreements are being met through petroleum cleanup activities.
  • Works with other teammates and technical staff to successfully bring petroleum contaminated sites to closure.
  • Performs other related duties as assigned by supervisor.

Required Knowledge, Skills, and Abilities:

  • Knowledge/familiarity with the concepts and principles of contamination assessment, remediation, and evaluation of associated costs therewith, particularly petroleum-related cleanups.
  • Skill in using personal computers and office software.
  • Skill in group negotiations, problem solving strategies and conflict resolution.
  • Ability to communicate effectively verbally and in writing in a technical fashion.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals.
  • Ability to plan and organize a complex workload.
  • Ability to analyze and interpret scientific data.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.

Minimum Qualifications:

  • Valid driver’s license.
  • A four-year degree from an accredited college or university AND a minimum of 3 years of related experience.
  • Ability to complete OSHA Safety Training within 6 months of hire.
  • Must obtain and maintain OSHA Safety Certification.
  • Ability to travel.
