POSITION DESCRIPTION: Assembles appropriate data and information necessary for the addition or deletion of roadways to the State Highway System and coordinates with Central Office Planning to assure necessary action is finalized. This may involve setting up an advertisement for opportunity for a Road Numbering Change Public Hearing on an existing State Road number change and to maintain consistency with the Florida Road Numbering System (Chapter 14-33.002, Florida Administrative Code (F.A.C.). Maintains the District Roadway Transfer status tracking system and ensures that all documentation and conversations are referenced. This includes District Three’s Roadway Transfers SharePoint page, District Three’s Roadway Transfer Status OneNote page, and the District Three Roadway Transfer Geographical Information System (GIS) application and spreadsheet. Coordinates and tracks creation of roadway identification numbers for Florida Department of Transportation (FDOT) Work Program projects on local roads and new alignments with the District Transportation Data and Analytics (TDA) Office.
Maintains and identifies District urban boundaries, functional classification, and access management in accordance with State and Federal Highway Administration (FHWA) guidelines and procedures. Coordinates updates to the Roadway Characteristics Inventory Database (RCI) with the District Transportation Data and Analytics Office (TDA) following any needed updates to roadway classifications. Coordinates local workshops and public hearings for classification changes.
Completes individual Aeronautical Reconnaissance Coverage Geographical Information System (ArcGIS) mapping projects as requested and provides technical support for GIS projects. Maintains the District’s GIS data and provides data support to FDOT departments and entities. Creates and edits geographic data utilizing ESRI mapping software.
Assists during emergency events in the District Incident Command Center. Aids in ensuring that all documents and applications are updated and in working order. Assists with data management for Detailed Damage Inspection Reports (DDIR).
Assists the District Title VI Coordinator in monitoring and reporting the Departments annual compliance with Title VI and related statutes as required by FHWA.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Urban Boundaries and Federal Roadway Classification System. Knowledge of the Transportation System Jurisdictions and Numbering Handbook. Knowledge of the Roadway Characteristics Inventory (RCI) database. Knowledge of the State Highway System in District Three. Knowledge of SharePoint and other data and file management systems. Knowledge of the Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) software and mapping applications. Skilled in the use of personal computers with special emphasis on email, word processing software, and spreadsheets. Ability to communicate verbally and in writing. Ability to establish and maintain effective working relationships with others.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university. Professional or nonprofessional experience can substitute on a year for year basis for the required college education.
