Description
Perform a wide variety of specialized clerical duties essential to the processing and maintenance of Police Department records. Responds to information requites from the municipal and district courts and general pubic in accordance with the Colorado Open Records Act (CORA). Provides high quality customer service by telephone and in person.
Essential Job Duties
The following duties are normal for this position. However, they are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

  • Query CCIC/NCIC databases to maintain arrest warrants for wanted criminals as well as queries for stolen property, missing persons and other sensitive law enforcement information.
  • Compile, edit, type, record and file a wide variety of police records, reports, and materials including incident/arrest reports, citations, memos, letters, financial reports, complaints, declarations, finger-print cards and bookings, citations, crime and traffic warnings and reports, and forgery files.
  • Respond to open records requests form the general public and other law enforcement agencies, determine information that must be redacted in order to remain in compliance with the Colorado Open Records Act. This includes redaction of dispatch tapes to be released to the public.
  • Maintain statistics for the National Incident Based Reporting System ensuring that all criminal entries for the department are accurate and timely.
  • Audit, maintain and improve the department’s recordkeeping and information sharing practices and procedures to improve the quality of local crime analysis and investigations.
  • Assist Department personnel and the public in person and by phone performing record checks, collecting fees, and mailing out requested reports to outside agencies in accordance with established regulations; provide general information regarding Department policies, procedures and regulations.
  • Assemble, code, record and summarize a variety of police record data including serious crime offenses, stolen vehicles, crime reports, and booking sheets.
  • Compile data for, summarize, and maintain a variety of statistical and financial reports.
  • Sort, file, copy and distribute to appropriate personnel, crime reports, traffic reports, citations, petitions, and other materials.
  • Answer non-emergency telephone calls for assistance; contact appropriate agency or department.
  • Assist the public at the front window; provide information and direct public to proper entities in the Police Department.

Fiscal Responsibilities: Employee is responsible for the collection, recording and accounting of fees collected.

City Organization Duties and Responsibilities:

  • Represent the Department and City to other City staff and members of the public.
  • Provide quality customer service to individuals needing directions or assistance.

Supervisory Relationships: Works under the leadership of the Lead Records Technician and under direct supervision of the Administrative Sergeant. Incumbent does not supervise other employees.

JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:

  • Modern office procedures, methods and computer equipment.
  • Knowledge of the Microsoft Office Suite at an intermediate skill level.
  • Business letter writing and basic report preparation techniques.
  • Principles and procedures of record keeping.
  • Colorado Open Records Act guidelines and processes.
  • English usage, spelling, grammar and punctuation.

Skill in:

  • Operating and normal maintenance of office machines, (copier, computer, printer, fax, etc.) as well as specialized equipment used in the completion of work.
  • Tracking of records, supplies and authorizations via specialized software or self-created forms and databases.
  • Conducting records searches quickly and accurately.
  • Accurate data entry and correspondence preparation.
  • Communicating clearly and concisely in verbal and written form.

Ability to:

  • Work the allocated hours of the position.
  • Learn to understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Comply with court orders regarding subpoenas, sealing records and others.
  • Independently prepare correspondence and memoranda.
  • Work independently in the absence of supervision.
  • Maintain confidential records and reports.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Work Environment: Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity.

Physical and Mental Requirements/Activities:

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
  • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
  • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Maintain mental capacity which allows the capability of making sound decisions and following directions.

Minimum Qualifications
Minimum Education and Certification: Equivalent to completion of High School or GED.Minimum Experience: Two (2) years of general clerical experience. Law enforcement setting preferred. Certification: Upon employment, incumbent will be expected to gain and maintain certification in Colorado Open Records Act (CORA), CCIC/NCIC Criminal Justice information Computer systems Access and Certification
National Incident Based Reporting System (NIBRS) and Crisis Intervention Team (CIT) training.
