Job Duties
The Department of Conservation and Recreation (DCR) is the state’s lead conservation agency in protecting what Virginians care about – natural habitats, clean water, dam safety, open park space and access to the outdoors. As a key member of DCR’s Policy, Planning, and Legislative Affairs team, the Policy and Planning Specialist will have the unique opportunity to support the agency’s mission by:
1) Providing professional-level assistance and support for the proper formulation, planning, development, and implementation of Agency operating policies and procedures and ensuring annual reviews and updates are conducted.
2) Providing policy program support with regulatory and legislative activities to include the review, development and recommendation of regulations and guidance documents.
3) Assisting with the tracking and monitoring of legislation and committee meetings and assisting with the development of legislative analysis, fiscal impact statements, and presentations.
4) Assisting with the scheduling, development, coordination, and submission of strategic and long-range planning documents.
5) Conducting periodic evaluations to determine compliance, effectiveness, and efficiency of programs in meeting strategic goals and objectives and assisting with the development, review, monitoring and reporting of Agency performance measures.
6) Ensuring that Agency-wide policy, regulatory, legislative, Freedom of Information Act and planning functions as assigned are completed in a timely and satisfactory manner and that efficient and effective guidance and advice is provided so that the Agency may attain its goals and objectives and implement effective statewide programs.
7) Conducting complex policy research and analysis and conveying information and recommendations through oral presentations, written reports, audio/visual presentations, legislative analysis, or position papers for use by Agency management in evaluating program and policy options-helping implement initiatives as requested.
8) Completing a broad range of assignments involving the Agency’s professional and technical staff, professional boards and foundations, state officials, stakeholders and other local, state and federal agencies, including providing policy support in the coordination and development of agency memorandum of agreements, guidance documents, and legislative studies and reports.
9) Supporting the statewide, multi-geographical organization locations of the Virginia State Park System, the Natural Area Preserves System, the Soil and Water Conservation Districts, the Agency Administration and boards and foundations.
Minimum Qualifications
Given the level of responsibility and agency-wide impact this position will have, successful candidates must possess:
• Demonstrated ability to interpret and apply the laws, regulations, policies, and procedures affecting state government to include state government operating policies and requirements.
• Demonstrated experience writing policies and standard operating procedures.
• Demonstrated ability to compile, analyze, and present complex facts and data and determine impact on a state government agency and programs.
• Experience in researching and evaluating public policy.
• Experience working effectively with public officials, stakeholder organizations, legal counsel, public boards, the public, and state government agency leadership.
• Working knowledge of the Freedom of Information Act and the Administrative Process Act.
• Experience in legislative and regulatory coordination and implementation processes.
Additional Considerations
• Prefer degree from an accredited college or university with major studies in public policy/administration, natural resources, or related field or equivalent knowledge and experience.
• Prefer experience in environmental/natural resources policy development and analysis and program assessment.
• Prefer experience in strategic long-range planning preparation and execution.
