What Success Looks Like In This Job
The Population Health Epidemiologist I performs basic epidemiologic and statistical analyses, and health planning for Adams County. This role applies epidemiological and statistical methods to understand the distribution and determinants of disease in populations to inform and guide decision-making and prioritization surrounding Adams County’s efforts to improve population health. This includes providing current research, data management, and statistical analyses for evidence-based decision-making, conducting community health assessments, and using data for program planning. This role also helps to develop and maintain data collection and deliver tools (both web-based and other methods) to support department data collection, creation of interactive/static dashboards, maps, and reports. This position works independently and may assume project management and lead technical responsibilities as directed by supervisor.

Examples of Duties for Success

  • Develop ways to incorporate COVID-19 data and surveillance into routine daily health department operations
  • Develops and applies epidemiological approaches to understand and describe the distribution and determinants of disease in populations and identify trends and communicates those findings to a variety of audiences. Conceptualizes and conducts analysis with the goal of addressing health inequities and to improve population health. Evaluates datasets and analysis to ensure the questions being asked are represented by the data being analyzed and that there are measurable project objectives/outcomes measures.
  • Maintains active working knowledge of current quantitative research design and primary data collection methods including basic survey design; data cleaning and data management methods for large and small datasets, and methods for primary and secondary data analysis.
  • Supports the development and updating of population-based Community Health Assessments and Public Health Improvement Plans using the principles and best practices for identifying, analyzing, and interpreting health disparities and inequities.
  • Effectively conduct epidemiological analysis of health disparities and inequities. Uses knowledge of root causes and structural determinates of health across sectors.
  • Utilize mathematical and statistical methods using SAS, ArcGIS, or other statistical software to perform data analysis.
  • Perform descriptive and inferential statistics to support data-driven decision making for population-based program planning.
  • Maintains and implements active working knowledge of epidemiological principles, techniques, practices, and procedures as related to population health assessment and data interpretation to conduct ongoing analysis of community health data for the purposes of surveillance and community health assessment. Assists with maintaining Adams County Health Department’s (ACHD) data dashboard.
  • Assists in data collection and analysis efforts in ACHD’s Strategic Planning process.
  • Collaborates across ACHD to conduct literature reviews, and research evidence-based best practices and model programs on targeted health topics for ACHD programs.
  • Develops data collection tools, survey instruments; identifies appropriate sampling frames and sizes to meet project needs.
  • Uses effective verbal and written communication to prepare reports and data summaries in a manner suitable to a variety of technical or lay audiences; assists ACHD staff in preparing program reports.
  • Conducts presentations regarding data or other epidemiological analyses. Assists with gathering data necessary to document the need for funding.
  • Supports data visualization using mapping and other data visualization software including ArcGIS, Tableau, and Power BI.
  • Understands basic database concepts and familiarity with SQL
  • Understands basic data management concepts including data interoperability and ETL process and can work with code ETL solutions such as FME.
  • Participates in various committees and boards related to program activities and responsibilities.
  • Establish and maintains effective working relationships with other ACHD employees, representatives of other agencies and organizations, and members of the community.
  • Perform other duties as assigned.
  • Adheres to policies and procedures to facilitate standardize work for ACHD’s data team.
  • Works with process improvement staff and division director to develop and implement strategies for continuous process improvement and development/maintenance of outcomes-based performance tracking, and evaluation activities for all aspects of data and analytic tasks.

Experience:

  • 2 years of related work experience in population health epidemiology and/or health data analytics.

Education & Training:

  • A Bachelor’s degree received from an accredited college or university with major coursework in public health and/or epidemiology or a related field is required.
  • A Master’s of Public Health and/or Health Data Analytics may substitute for all professional experience.

License Or Certificate:

  • Must be in possession of valid driver’s license and have access to dependable transportation readily available for business use.
