Position Overview
The Division of Substance Use Prevention and Recovery is seeking to hire a Social Service Program Planner for the Bureau of Licensure, Compliance and Monitoring in the Compliance and Monitoring Unit located in Chicago, Illinois. Under general supervision performs complex technical tasks serving as a Post-Payment Audit Quality Assurance Reviewer. Implements on-site post-payment auditing process for the purpose of review of licensure, Medicaid certification of substance use disorder organizations to determine proper documentation and delivery of paid services. Contacts organizations to schedule specific on-site audits in compliance with regulatory timelines for initiation and compliance of monitoring processing, documents contacts with written confirmation. Prepares reports regarding the degree of compliance with licensure, Medicaid Certification, and grant agreement. Liaises with other SUPR staff to maintain detailed information on all licensed/certified/funded community organizations.
Job Responsibilities
- Serves as a Post-Payment Audit Quality Assurance Reviewer.
- Implements on-site post-payment auditing process for the purpose of review of licensure, Medicaid certification and grant requirements of licensed organizations to determine proper documentation and delivery of paid services.
- Contacts agencies to schedule and confirm on-site audits in compliance with regulatory timelines for initiation and to follow monitoring processes, documents contacts with written confirmation.
- Prepares reports regarding the degree of compliance with licensure, Medicaid Certification, and grant agreement.
- Liaises with other SUPR staff to maintain detailed information on all licensed/certified/funded community organizations.
- Performs other duties as assigned or required which are reasonably in the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of master’s degree.
- Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.
Specialized Skills:
- Of the one (1) year of progressively responsible professional experience, requires one (1) year of experience in licensure/certification/auditing activities or substance use disorder treatment program management supervision with a substance use disorder organization.
Preferred Qualifications
- Two (2) years of professional experience in licensure/certification/auditing activities or substance use disorder treatment program management supervision with a substance use disorder organization.
- Two (2) years of professional experience in delivering clinical services in an Illinois licensed substance use disorder intervention or treatment program and demonstrated familiarity and practical work experience with the American Society of Addiction Medicine’s (ASAM) clinical standards.
- Two (2) years of professional experience in oral and written communication including writing reports and correspondence for a public or private organization.
- Two (2) years of professional experience utilizing a personal computer and working with Microsoft Office Suite, spreadsheets, and intermediate computer skills.
- Two (2) years of professional experience analyzing and evaluating programs and operations.
- Two (2) years of professional experience exercising extensive initiative and independent judgment in developing, interpreting, and formulating policies, standards, and procedures for a compliance and monitoring unit.
- Two (2) years of professional experience working with program objectives associated with licensed treatment and intervention services.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires one of the following professional credentials or certifications: Clinical certification as a Certified Alcohol and Drug Counselor from the Illinois Alcoholism and Other Drug Abuse Professional Certification (IAODAPCA); Licensed Professional Counselor or Licensed Clinical Professional Counselor pursuant to the Professional Counselor and Clinical Professional Counselor Licensing Act (225 ILCS 107); Licensed as a psychologist pursuant to the Clinical Psychology Practice Act (225 ILCS 15); Licensed as a social worker or Licensed Clinical Social Worker pursuant to the Clinical Social Work and Social Work Practice Act.
