Microsoft’s Datacenter Development Land Development Organization supports the development and delivery of our datacenter portfolio from site identification and selection through to design,constructionand operation. Microsoft is looking for a Principal Permitting Strategy – Program Manager to drive the development and execution of permitting strategies for the lifecycle delivery of our datacenter network.The Principal Permitting Strategy – Program Manager will be a key contributor in shaping where, how and when our projects are delivered to our execution teams and our construction program. This role will require regular engagement with key Microsoft stakeholders as well as regulators, economic development agencies and other external stakeholders.

Responsibilities:
- Drive the development of pre-site selection stage research on permitting risks and scheduling uncertainties at proposed development locations globally.
- Develop permitting agency engagement strategies and represent Microsoft in key meetings with applicable Authorities with Jurisdiction (AHJ), regulatory agencies, investment agencies and other external stakeholders as required to facilitate datacenter development.
- Support site level due diligence to track identified permitting requirements, trends and associated risks for future development.
- Coordinate with key internal counterparts including land development, design, construction, operations and environmental team leaders to develop comprehensive and integrated permitting and project delivery strategies
- Support the permitting and approvals process to enable new datacenter development and construction throughout assigned
- Communicate key risks, mitigations, and policies to internal Microsoft stakeholders.
- Support the development of program tools and processes to continuously improve the delivery of permits, approvals and entitlements for datacenter development.
- Educate the project team on permitting requirements to ensure timely approvals and compliance
- Key Metrics will include permitting and delivery timeline predictability
Qualifications:
Required Qualifications:
- 10+ years portfolio management, real estate, or office management experience
- OR Bachelor’s Degree or degree equivalent in Business Management, Real Estate, Project Management, or related field AND 7+ years portfolio management, real estate, or office management experience
- OR equivalent experience.
- Experience influencing and working with regulatory policy makers in the environmental, land use and construction sectors
- Experience in the permitting of projects via accelerated permitting processes (designated projects of economic interest etc)
- Experience managing a portfolio of projects and associated budgets and schedules.
Background Check Requirements:
- Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check every two years thereafter.
Preferred Qualifications:
- Ability to establish and maintain cross-functional and working relationships with internal and external teams including environmental consultants, engineering firms, attorneys, contractors, and regulatory agencies.
- Written and verbal communication skills, attention to detail and standards for quality of deliverables
- Experience supporting and delivering permitting approvals for large scale and/or complex data center projects
- Community Engagement and Stakeholder engagement experience
- Mission critical design and/or construction experience
- Experience in delivery projects in multiple jurisdictions
- Proficiency in French, Spanish or other second language
Real Estate Portfolio Management IC6 – The typical base pay range for this role across the U.S. is USD $124,800 – $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 – $292,200 per year.
