Candidate Specification
The ideal candidate will have the following experience:
- 15+ years of professional experience including combination of technical and managerial responsibilities.
- Bachelor’s degree in engineering
- Significant experience in public infrastructure programs, preferably including water or wastewater utilities.
- Significant experience in managing large projects or programs, or portfolios of multiple concurrent projects.
- Professional engineering license in any State with eligibility for reciprocal licensing in California
- Certification as a Project Management Professional or Program Management Professional is preferred.
Salary Range: $145,000 – $205,000

Job Description
As an experienced project manager with at least 15 years of experience in water and wastewater infrastructure project you will service as the principal project manager on various planning, design, and construction services projects, and lead the technical development of proposals. This position will be located in Los Angeles or San Diego.
Responsibilities are as following:
- Initiate and lead the governance and delivery of large water/wastewater projects, using an appropriate project management methodology to give assurance that intended outcomes are identified and achieved.
- Design of major water system pipeline and pipeline facility projects with focus on large diameter pipelines.
- Design of unconventional pipe installation, such as directional drilling, jack and bore, micro tunneling, etc.
- Communicate the actions needed to implement the function’s strategy and business plan within the team; explain the relationship to the broader company’s mission, vision and values; motivate people to commit to these to achieve local business goals.
- Provide specialist advice on the interpretation and application of policies and procedures, resolving complex or contentious queries and issues and enabling others to take appropriate actions.
- Drive a culture of innovation by creating multi-stakeholder solutions that boost creativity, innovation, and collaboration across business units.
- Develop and manage the delivery of a plan to evaluate and track business benefits and to identify actions needed to maximize these.
- Draft project and program management frameworks and tools, ensuring compliance with specified design principles.
- Clarify roles and responsibilities within the project team and ensure project compliance with the organization’s wider program and/or portfolio management decision-making structures and processes.
- Develop straightforward business cases or lead feasibility and assessment work for proposed and current projects to support the development and continuous review of business cases.
- Contribute to the development of annual and longer-term business plans; forecast performance against business key performance indicators; develop business cases for key activities/projects; and estimate the financial and human resources required to deliver performance targets.
- Manage the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress and agree on change.
- Act as subject matter expert in an area of technology, policy, regulation, or operational management for the team. Maintain external accreditations and in-depth understanding of current and emerging external regulation and industry best practices through continuing professional development, attending conferences, and reading specialist media.
