The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking a Principal Transportation Planner in its Streamlined Project Delivery program area to provide planning and technical expertise in support of expediting critical surface transportation projects (e.g., roadway, toll road, transit, bicycle, pedestrian) in the Dallas-Fort Worth region. This position will also manage the agency’s need for expanded responsibilities and collaboration regarding asset management, resiliency, and risk-based lifecycle transportation planning, with consideration of multiple natural and human-based environmental factors and practices stemming from federal performance management guidance. Additionally, the individual in this position will coordinate internal/external resource planning, project merit assessment, and developmental tasks associated with the preparation and submittal of State and federal discretionary grant applications. Responsibilities may include, but are not limited to, the following:

  • Coordinating internally/externally with transportation planners and professional engineers on work tasks for multiple transportation projects
  • Facilitating, interpreting, and evaluating conceptual and preliminary designs, operational parameters, lifecycle considerations, and possible innovative applications for projects accommodating various transportation modes (i.e., roadways, priced facilities, bicycle/pedestrian facilities, transit facilities, high-speed rail)
  • Identifying, quantifying, and reviewing physical environmental effects and impacts (i.e., air/water pollution, storm-water/floodplain management, energy efficiency/management, geomorphology)
  • Calculating and analyzing material quantities, compatibility, and sustainability factors
  • Outlining and estimating short-/long-term valuations of project benefits and costs
  • Conducting, defining, and integrating project-related environmental and economic risk assessments and mitigation strategies
  • Coordinating with appropriate transportation providers, industrial producers, resource agencies, and government entities to advance project-based National Environmental Policy Act (NEPA) review, and Metropolitan Transportation Plan/Transportation Improvement Program/local plan consistency reviews, and to prepare for federal grant applications
  • Participating in public involvement activities
  • Preparing and delivering oral presentations
  • Preparing and tracking various written correspondence, technical reports, and other documentation
  • Supervising staff

Required Skills

  • Familiarity with hydraulic, geomorphologic, and thermodynamic processes related to civil/mechanical engineering applications preferred
  • Familiarity with asset management/resiliency initiatives and economic valuation analyses preferred
  • Familiarity with the preparation of environmental documents under the National Environmental Policy Act and appropriate State and federal laws/regulations preferred
  • Familiarity with construction permitting, staging, accounting, and delivery measures preferred

Required Experience

  • Bachelor’s degree in analytical, quantitative methods
  • At least five years of job-related experience

Starting Salary Range

Minimum of $80,045.00 – $96,054.00 annually
