Job Summary

Oversees a team of Procurement & Contract Specialists and plays a pivotal role in overseeing the end-to-end management of procurements and contract administration. Collaborates with the Procurement Manager to resolve complex procurement issues, provide agency-wide training, interview and hire staff, conduct employee one-on-ones, and address disciplinary matters when necessary. Additionally, serves as a mentor, offering guidance and solutions to the team’s challenging questions and issues.

In addition to supervisory responsibilities, this role also involves actively participating in and conducting various procurement tasks. Responsible for planning, preparing, analyzing, and managing complex solicitations, as well as overseeing project managers and external stakeholders in selecting appropriate procurement strategies. Ensuring strict adherence to UTA policies, FTA regulations, and other federal and state laws.

Other duties include approving invoices to ensure compliance with contractual terms and conditions, particularly in alignment with federal and local grant fund distribution requirements. Building and maintaining strong vendor and supplier relationships while enforcing contractual terms. Act as the subject matter expert on procurement and contract administration, serving as a valuable resource for management at all levels. Responsible for the management, research, and updates of all procurement and contract documentation, templates, and forms, ensuring compliance with state and federal procurement policies, clauses, and guidelines.
Minimum Qualifications
EDUCATION/TRAINING:

  • Bachelor’s degree in business administration, Supply Chain management, or a related field.
  • Completion of NTI Procurement Series I – Orientation to Transit Procurement, or NIGP Foundations of Sourcing and Contracting, (or equivalent).
  • Completion of NTI Procurement Series II – Risk Assessment and Basic Cost or Price Analysis, or NIGP’s Cost, Price, & Value Analysis, (or equivalent).
  • Completion of NTI Procurement Series III – RFP’s and Competitive Contract Negotiations, or NIGP RFP’s From Start to Finish, (or equivalent).
  • Completion of NTI Procurement Series IV – Contract Administration, or NIGP’s Effective Contract Writing, (or equivalent).
  • Completion of an advanced leadership training course.
  • NIGP CPP – Certified Procurement Professional Preferred
  • Experience mentoring staff with complex procurement issues.

EXPERIENCE:

  • Minimum 8-10 years’ professional experience with demonstrated progressive competence in managing and resolving complex federal and state procurement issues, contract administration, and supply chain fundamentals.
  • Previous leadership experience preferred.
  • This job requires regular and predictable attendance.

Starting Salary: $77,500.00 or more commenserate with experience
