The Finance Department is seeking a Contract Administrator to oversee a variety of services related to the City and County’s policy and contract programs.
The ideal candidate will be an organized, analytical individual, with a passion for results. Knowledge of and experience in agreements, memorandum of understandings, contracts, and procurement, as well as demonstrated initiative, ability to learn, strong attention to detail, and willingness to continue to undertake greater challenges are a requirement. The ability to work independently as well build relationships with multiple city partners and stakeholders is essential. The Contract Administrator serves as an authority in the application and utilization of statutory guidance, administrative rules, policies, principles and practices pertaining to contracts and procurement services, including a clear understanding of legal terms and conditions and scope of work of all contracts for the City and County of Broomfield. This role acts as a subject matter expert in regards to contracting procedures, development of scopes of work, managing proposals and the contract implementation and execution of new and amended contract awards that must be interpreted for departments and vendors.
This full-time position is typically scheduled 8:00 a.m. – 5:00 p.m., Monday-Friday with additional evening and weekend hours as required, which may be located onsite or remote at times.

Hiring Range: $70,616.00 – $83,075.20 Annually

Essential Required Tasks/Examples of Duties
- Reviews non-grant funded expense contracts, revenue contracts, revenue neutral contracts, and donation agreements for compliance with the general requirements of relevant state and federal statutes, interpretations thereof, and City and County policies and procedures to protect our interests.
- Independently resolves issues and problems related to scopes of work and identifies issues or problems that should be escalated to a higher level.
- Identifies best practices for contracting and procurement functions by reviewing and analyzing other entities in order to provide recommendations.
- Develops and provides training on the best practices and procedures related to procurement for various groups across the organization.
- Researches, develops, and executes diversity in procurement program and supplier management strategy.
- Is the subject matter expert to analyze and interpret complex contractual issues concerning policies, processes, and legal practices to mitigate risk and resolve issues.
- Assists all departments as needed to develop, communicate, and monitor policies and procedures and recommends changes to comply with changing regulations, and marketing procurement trends.
- Leads the development of staff including feedback, training and setting clear expectations regarding contract requirements and vendor performance issues related to contract scope.
- Develops data driven process improvements, integrates key metrics and measurement, and sustains change.
Minimum Qualifications
Education
- Bachelor’s degree from an accredited college or university – required in public administration, business administration, or a closely related field.
Experience
- 4 years experience required in technical contract administration.
Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.
