Job Description:
Job Responsibilities:
- Understand the business domain, collaborate with the government product owner, product managers, users and business stakeholders to define the product strategy and roadmap
- Collaborate with the government product owner to realize the product vision and roadmap by elaborating on product functional requirements and design of developable user experiences with prioritized Epics, Stories and corresponding business value or outcome measures with product release plans
- Be an expert with respect to the overall product and how it fits into the client mission and goals; contribute innovative ideas
- Develop the core positioning and messaging for the product
- Perform product demos
- Develop business success metrics for the product in collaboration with the Product Owner
- Act as a leader within the overall program, advocating for the product
- Serving the Program/Project Manager by overseeing resourcing for the product
- Create effective, prioritized product descriptions, and delivery plans to meet user needs in a cost-effective way
- Conduct brainstorming sessions to elicit user needs, interpret user research in order to make the correct product decisions, noting that users do not always know what they want
- Implement analytical methods to objectively prioritize business needs
- Continually keep abreast of changes to user habits, preferences, and behaviors across various digital platforms and their implications for successful delivery of government digital services
- Explore industry trends in the business domain and identify product enhancements and improvements
Required Skills:
- 10+ years of experience in Product Management, Project Management, or other relevant experience delivering software solutions to customers.
- Expert level understanding of full-lifecycle development of products that deliver a positive user experience and meet organizational goals.
- Experience in agile methodologies for software development
- Excellent written and verbal communication skills with the ability to present technical details. Ability to communicate high level concepts and strategy in a coherent and engaging fashion.
- Experience in translating stakeholder needs into product vision, product features and create detailed development goals and release plans for agile teams
- Ability to communicate credibly with a wide range of digital delivery disciplines and talent
- Analyze and model a problem from business and technical perspective and collaborate with architects and developers to develop a fit solution
- Designing highly complex solutions with potentially multiple applications and high transaction volumes.
- Experience in product estimation to assess level of effort and creating overall schedule/roadmap
- Overseeing multiple product teams and institutionalize streamlined product development processes across products
- Ability to model the user experience and interaction across multiple parts of the solution
- Ability to articulate, document structure and behavior of proposed products and create plans and initiatives and deliver them to stakeholder and developers
- Advise senior management on how products and processes could be improved
- Familiarity with serving as a consultant or contractor in the Federal Government
Desired skills:
Experience with federal sector playing key roles in programs/projects
Experience with product development in Cloud, DevSecOps, Lean and Kanban
Familiarity with GSA Fleet Management Systems
Education:
- Bachelor’s or master’s degree in business, computer science or social science* fields. *Non-technical degrees may require more direct relevant experience in software delivery to be considered.
The likely salary range for this position is $128,000 – $192,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
