As a Product Owner within the Division of Child Support Enforcement, you will serve as the principal business project expert and product owner by acting as a liaison between program stakeholders and the Division of Information Technology to provide solutions that meet internal and external customer needs. In this position you will develop, recommend, review, and oversee the implementation of program projects in compliance with, policies, regulations, and operating procedures, to further the vision and mission of the agency by supporting child support program operations. Your program knowledge, product owner experience, and information technology intelligence will give strategic direction in shaping the strategy and content of IT delivery within an agile environment.

Core Responsibilities:
• Apply product owner and project management techniques to child support enforcement business projects. Analysis and engagement of business needs and strategic planning.
• Designs solutions that align to Division and project strategies and goals.
• Develop, design, and implement user acceptance testing (UAT).
• Display a cooperative and collaborative team approach to serving stakeholders and internal and external customers. Maintain positive and productive working relationships with management, colleagues, and partners.
• Provide consultation to workgroups. Serve and lead projects. Serve as a Division liaison for other agencies, and colleagues related to business projects.

Minimum Qualifications
• Demonstrated Product Owner and/or project management experience.
• Demonstrated ability to maximize team performance through leadership, motivation, teamwork and customer service.
• Demonstrated ability to communicate complex technical information in a condensed manner to various stakeholders.
• Demonstrated ability planning, organizing, defining product vision, and making sound decisions.
• Demonstrated use of facilitation and influencing skills to drive decision making among stakeholders with diverse perspectives and priorities.
• Demonstrated ability analyzing business operations to understand and identify opportunities to improve processes and functions.
• Experience assisting in business process design and documentation for new technology initiatives.
• Considerable experience applying critical thinking, analytical skills, and problem-solving techniques to a variety of situations.
• Demonstrated ability handling complex and critical issues and managing multiple projects or assignments in a timely manner with minimal supervision.
• Demonstrated ability working independently and collaboratively with a variety of cross-functional teams.

Additional Considerations
• Project management or product owner certification
• Experience working in an Agile environment.
• Proficiency with Jira.
• Experience facilitating and leading business process reengineering efforts.
• Experience working multiple complex business and/or IT projects.
• Comprehensive working knowledge of the complex child support program and the federal child support system.
