Definition
The City of Norwalk’s Public Affairs and Communication Department seeks a dynamic Production Specialist to join their team. The Production Specialist, with general supervision, will be accountable for creating, editing, and filming content for the City’s cable TV station. Additionally, they will be responsible for generating high-quality, professional videos for various purposes, such as governmental, instructional, training, and promotional. This role involves developing and executing cable TV programming for public access and municipal channels, managing video broadcast software, organizing physical and digital video libraries, and producing promotional and training videos.
Essential Duties
Essential duties may include, but are not limited to, the following:
Conducts remote and studio productions; works with crew and talent for video productions; coordinates set-up, lighting, audio, and video equipment for television production.
Consults with clients on subject material, script development, audio and lighting requirements, shooting locations and equipment required. Drafts script outlines for future production.
Designs and produces graphics for video production, including capture images from live video or stills, and develops graphics using paint-box or character generator programs for City events, such as City Council and Planning Commission meetings.
Digitizes files from a DVD to a computer, burn DVDs and upload to cablecast software for programming.
Performs production tasks such as, selecting site for shooting, checking site for power availability and accessibility, determining lighting requirements, and transporting equipment to site.
Operates video cameras, determines shot composition and adjusts equipment for panning, zooming and focusing on subjects; operates audio equipment, monitors microphone sound levels during production and makes adjustments to ensure voice quality.
Reviews and edits raw video footage; makes final version for review.
Performs routine maintenance and troubleshooting on video and audio equipment used in the production studio.
Schedules programming to be shown on online platforms, and government and public access channels.
Maintains broadcast standards.
Maintains orderly records and files of videos in physical and digital libraries.

Qualification Guidelines
Knowledge, Skills, and Abilities
Knowledge of: cable television broadcast standards, FCC broadcast regulations, and cable rules; television production techniques for directing, editing, camera, audio, and graphics; television and video production equipment.
Ability to: learn and understand public access standards and cable television franchise agreements and related ordinances; adjust and synchronize video equipment; understand and use waveform monitors and vectorscopes; edit raw footage without a script; create a complete, coherent program from unscripted footage; coordinate resources to develop and produce quality videos; operate and maintain audio, video, computer, and related electronic equipment; develop ideas from conceptualization to visual presentation; communicate effectively, both orally and in writing; develop and maintain effective working relationships.
Education and Experience
Any combination which would provide the required knowledge and abilities.
A typical combination would be Bachelor’s Degree in media production, radio/television, Communications, or a related field; or at least three years of progressively responsible experience producing media, filming/editing in a broadcast, corporate or educational environment, including demonstrated experience in scriptwriting and video production.
Required Licenses and Certificates
Possession of or ability to obtain an appropriate California driver’s license and a satisfactory driving record may be required.

Benefits for General Unit Employees
Retirement: Membership in the Public Employee’s Retirement System (PERS) is as follows: Employees hired after January 1, 2013 who are new to Cal-PERS, or are returning members with a break in service greater than six months, will be enrolled into the 2% @ 62 retirement plan formula and will be required to pay up to 50% of the “normal costs” currently 7.25%). Returning members with a break in service less than six months may be enrolled into the 2% @ 55 retirement plan formula and will be required to pay 7% of their reportable compensation (employee contribution), if eligible. Furthermore as a result of PEPRA, CalPERS will take into account prior service at a reciprocal retirement system (or system that has similar agreements with CalPERS, such as CalSTRS) when determining your benefit formula when you enter membership with a CalPERS employer.

Paid Holidays: The City currently observes ten holidays plus two floating holidays.
Vacation Leave: Eighty hours per year after completion of one year; 120 hours per year after completion of 5 years; 160 hours per year after completion of ten years or more.
Sick Leave: Credit for sick leave with pay shall accrue at the rate of (8) hours for each calendar month of service. A 3,000 hour Hourly Unit employee who is hired to a full-time position, shall have the right to use any previously earned sick leave while serving their probationary period in the new promotional classification. However, the probationary period will be extended by the amount of time used.
Medical Plan: Each employee has a choice of insurance plans offered through the California Public Employees’ Retirement System (CalPERS). The City currently pays the monthly premium cost up to $1,600.
Dental Insurance: Covered through Delta Dental Plan. The City pays 100% of the premium for employee plus dependents.
Vision Insurance: Covered through Vision Services Program (VSP). The City pays 100% of the premium for employee plus dependents.
Group Life Insurance Plan: Life insurance is provided at no cost to the employee. The City provides $5,000 term insurance to employees with less than 5 years of service. Effective the first month following completion of 5 years continuous service, employees are covered with insurance equal to one and one-half times their annual salary.
Voluntary Insurance Plans: Optional Supplemental Life, Short Term Disability, Hospitalization, Accident, and Cancer insurance policies are available at the employee’s cost.
Long Term Disability Insurance: The City pays 100% of the insurance plan.
Deferred Compensation: Option plan available at employee’s cost.
A Six Month Probationary Period: Must be satisfactorily served by each employee before he/she is considered for permanent employment.
