What You’ll Do as a Program Administrator 2:

Ohio Department of Public Safety – Office of Criminal Justice Services

Report in locations: 1970 West Broad Street, Columbus, Ohio 43223

(Currently Hybrid Eligible) Will report into the office 3 days a week and telework 2 days a week. Subject to change.

Within the Office of Criminal Justice Service (OCJS), provides program direction by relieving superior of a variety of difficult duties pertaining to the Federal Compliance program (e.g., manages & oversees the Federal Compliance program by planning & implementing statewide initiatives; provides comprehensive overview of each relevant program area’s compliance with the OCJS strategic plan; independently answers questions related to &/or creates complex &/or confidential correspondence & reports; attends &/or conducts staff meetings to discuss rules & operating procedures relating to assigned areas; aligns special conditions across all programs; etc.); Formulates & implements program policies & procedures (e.g., develops & maintains federal compliance program policies & procedures; identifies areas of deficiency & formulates policy implementation plans for corrective action related to each funding stream’s requirements; provides recommendations for implementation of new policies & procedures; formulates & implements policy for all requirements that must be adhered to by pass-through agencies receiving awards; provides technical advice & support to supervisor & fiscal division on compliance requirements; creates & annually revises written accounting policies & procedures specific to federal grants management to ensure compliance with control of fiscal funds per the requirements of 2 CFR part 200; etc.); Reviews all federal pre-funding & post-funding documents & special conditions to ensure OCJS is in compliance with specific & varying requirements for each federal funder; Monitors compliance progress both of pre-award & post-award conditions of subrecipients (i.e., EEO conditions, plan formulation, application of varying requirements based on size of receiving agency, etc.).

Works with key state-level agencies (i.e., Attorney General’s office, Ohio Chiefs of Police Association, Supreme Court, etc.) on compliance specific to crisis intervention programs, behavioral health deflection, sexual assault programs, etc.; Demonstrates how subrecipient project descriptions & budgets are compliant with federal requirements for award approval; Assists with stakeholder integration into new technology platform following the developed policy & process flow; Keeps abreast of policy & rule changes & incorporates & updates policies & process flow as needed for both direct & pass-through awards; Develops project proposals & program plans related to subsidies.

Creates & annually revises the process for Federal Funding Accountability & transparency Act (FFATA) reporting to ensure compliance with submission requirements on both mandatory & discretionary grants; Coordinates with subrecipients on any FFATA reporting deficiencies; Creates & annually reviews/revises application forms for each grant area to provide consistency across applications as well as inclusion of individual requirements for each program area; Creates & maintains application templates compliant with federal requirements to include managing notification of funding announcements & related documents for specialty programs; Monitors advisory board meetings to ensure compliance with both state & federal guidelines; Ensures necessary meeting timelines are adhered to; Performs other related duties as assigned.

Qualifications
Completion of undergraduate core program in business administration, management science or public administration; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.

-Or 4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.

-Or 1 yr. exp. as Program Administrator 1, 63122.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
