THE POSITION
The Pennsylvania Department of Aging is seeking candidates for a Program Analyst 3 position in the Bureau of Quality Assurance. This position offers an opportunity to support the department’s mission by using data to drive decision-making and policy development.
DESCRIPTION OF WORK
This is a non-supervisory position. The employee in this position uses SAP Crystal Reports and/or Microsoft SQL Server to write and maintain data queries from a relational database to provide customized reporting and analyses for Pennsylvania Department of Aging (PDA) programs. Data analysis of the resulting reports is used to measure accuracy of reported data, to determine program effectiveness and efficiencies, to identify and evaluate trends, and to serve in part as the basis for updates to aging services. The employee is also responsible for management of special projects that are task-specific, including giving guidance to other departmental staff assigned to the projects.

Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 7:30 am to 4:00 pm, Monday – Friday, with a 60-minute lunch.
- Telework: The position is headquartered in Harrisburg. With the administration and agency leadership’s support, this position is eligible to work from home (telework) part-time. Management may discontinue the telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection. You will be required to report to the headquarters office in Harrisburg when needed. If you are unable to telework, you will report to the headquarters office in Harrisburg. The location where you perform your telework must be located within a reasonable travel distance of the headquarters office in Harrisburg, within the Commonwealth of Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Program Analyst 2; or
- Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor’s degree; or
- An equivalent combination of experience and training.
Other Requirements:
- This particular position also requires one or more years of full-time experience writing queries using business reporting software or relational database management system software.
