Ripple Effect is looking for a Program Analyst with four years of experience to support our client’s mission. To be responsible for overseeing the program/project management of a portfolio for the Navy Medical Research Center (NMRC) Naval Advanced Medical Development Program (NAMD). This role will work closely with NAMD to provide summary program management reporting and may include routine management tasks such as utilizing NAMD systems in analyzing and developing monthly summary reports, tracking programmatic progress and changes for Government review, and working closely with leadership on various analytical projects. To do this you will leverage your scientific program management expertise and program analysis savvy in identifying program risks and developing solutions through the life of a given project portfolio ensuring program success. We are looking for an individual with great attention to detail and communications skills to provide strategic program analysis and summary review/reporting skills.

Responsibilities
- Provide research expertise and program support to the Naval Advanced Medical Development Program Manager with regard to procurements, schedules, technical risk, user impact, and technology transfer efforts.
- Defines and implements meetings cadence including agenda topics, participant list, pre- and post-work to accomplish program objectives.
- Maintain understanding and working relationships with Program Managers, stakeholders, performers, universities, and the technical community to review and track milestones, funding profiles, and deliverables for ongoing efforts.
- Oversees and independently executes data collection, data entry, quality control, analysis, synthesis, and reporting activities in support of the program.
- May mentor more junior team members and review the technical work of team members.
- Independently leads and conducts formal and informal research activities and synthesis of programmatic information.
- Provides expert advice to develop a wide range of deliverables in support of the program including reports, memos, communications, presentations, briefing decks, and training materials.
- Ensures deliverables are of high quality and adhere to guidelines for format, content, and accessibility.
- Briefs senior program leaders on approaches and responds to feedback and questions.
- Contributes to proposal writing and technical solutions for relevant projects.
- Contributes to new processes and procedures to enhance the effectiveness and efficiency of the team’s operations.
- Develop and provide program bi-monthly progress reports and quarterly briefing materials.
- Draft project plans for yearly assessment of acquisition programs. Coordinate monthly with program performers to ensure ranges, testing, and systems meet the test plan requirements.
- Prepare, draft, and coordinate annual and routine programmatic data calls and necessary acquisition and programmatic documentation
- Prepare and maintain files for each project including official correspondence, contracts, statements of work, original proposals and modifications, invoices, and all deliverables
- Establish, monitor, and maintain NAMD program schedules and activities
- Performs other job-related duties as assigned.
Requirements
Minimum Education and Experience
- Masters Degree in the biomedical or associates’ sciences
- 4 years of relevant in research or program management
- 2 years of relevant content experience
Basic Requirements
- Demonstrated strength in oral and written communication skills and the ability to interact on a professional and technical level with DoD, academic, industry, and other stakeholders.
- Strong computer skills and intermediate Microsoft Office abilities, specifically Excel
- Highly organized, efficient, and extremely detail-oriented
- Ability to prioritize among multiple tasks and organize information in a fast-paced, deadline-driven environment, relying on your own resources and initiative
- Ability to learn and navigate web-based system such as SharePoint, Teams and other electronic business systems.
- Advanced skills with Microsoft Excel, PowerPoint, Word and Outlook
- Excellent organizational skills and time management skills
- Ability to prioritize among multiple tasks in a fast-paced, deadline driven environment
- Excellent verbal and written communication skills for face-to-face interactions with clients, co-workers, senior leaders and stakeholders.
- Advanced experience in specialty area of content expertise that aligns with program mission and purpose.
