The Shore and Expeditionary Integration Program Office (PMW 790) is acquiring support services in the areas of production systems engineering, logistics, installation management, and integration/planning/requirements services for the architecture, integration, acquisition, and support of multiple shore and expeditionary Command, Control, Communications, Computers, and Intelligence (C4I) programs. PMW 790’s mission is to acquire, integrate, deliver, and support interoperable shore-based C4I capabilities for the warfighter. PMW 790’s vision is to be the preeminent provider of integrated shore-based transformational Network Centric Warfare capabilities to the warfighter by providing assured connectivity between tactical forces and higher commands. The overarching goal is to ensure C4I systems programmed for installation on Navy ships have matching shore facilities of appropriate capacity to support Fleet deployments worldwide. Our goal is to migrate the shore sites and their terrestrial interconnections into a coherent, scalable, network-centric communications and multiplexing fabric designed to optimize functionality by effecting improvements that both satisfy current shortfalls and, wherever possible, provide the building blocks for future C4I architecture.

Reporting to the Program Manager, the Program Analyst (Integration Project Management Support) will support MILCON, NEWCON, and Special Projects installation integration efforts on the PMW 790 Installation Management Support Services (IMSS) contract. This position is located in San Diego, CA.

What You’ll Do

  • Aid integrated project management planning, coordination, and management for new construction Information Warfare Enterprise Shore Platforms.
  • Works directly with assigned lead Integration Project Manager (IPM) to liaison with designated Projects Resource sponsors, impacted commands and Naval Facilities Engineering Command (NAVFAC) activities as appropriate to plan and coordinate integration efforts for Information Warfare Enterprise Shore Platforms.
  • Aid the IPM to conduct/coordinate the development of all project planning deliverables required by applicable instructions in support of project timelines such as items outlined in Shore Installation Process Handbook (SIPH).
  • Support current and newly defined Navy Shore Based programs, including management initiatives, IT, program integration, cost benefit analysis, and metric development.
  • Plan, evaluate and monitor planning, programming, and funding requirements; maturity and installation readiness and installation activities.
  • Analyze, execute, and communicate acceptable solutions to overcome challenges and mitigate cost, schedule and performance risks.
  • Support in conducting and coordinating the development of Program Office Memorandum (POM) submissions, Integrated Master Schedules (IMS), budgets/spend plans, platform integration, and installation plans.
  • Track the maturity of installation readiness and facilitate the delivery of PEO (C4I) and other designated C4ISR capabilities.
  • Aid in coordinating the development of the current “As-Is Baseline” for each assigned project and develop a proposed “To-Be Baseline” to reflect planned installation execution/delivery.
  • Support the IPM as Shore IW Platform New Construction (MILCON) Project Lead, managing the cost, schedule, and performance of designated PEO C4I systems for PMW 790.
  • Participate in all phases of the IW Shore Platform New Construction (MILCON)/C4I planning according to the Shore Installation Process Handbook (SIPH).
  • Serve as a support liaison for the PMW 790 Shore Principal Installation Manager (PIPM), participating in leadership and technical meetings, providing feedback on stakeholder perspectives, and helping to resolve resourcing issues.
  • Plan, evaluate and monitor planning, programming, and funding requirements, maturity and installation readiness, and installation activities to
    understand, analyze, execute, and communicate acceptable solutions to overcome challenges and mitigate cost, schedule, and performance risks.
  • Assist in the management and coordination of Shore IW Platform New Construction (MILCON) (PEO) C4I related systems’ POM submissions to OPNAV.
  • Assist in the management, maintenance, and updates of “As-Is Baseline” and the “To Be Baseline” for the Special Project/IW command site to reflect completed and planned installation execution/delivery.
  • Assess project Risk utilizing inputs from all stakeholders as well as identifying mitigation strategies to manage the risk across cost, schedule, and performance parameters. Ensure all stakeholders understand the risks associated with assigned projects to include Program Office, customer, and TYCOM leadership.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We’re Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor’s degree from an accredited university is required.
  • At least five (5) years of experience providing program management support to a NAVWAR PEO C4I program office is required to be considered.
  • Proven experience in project management, preferably in a defense or naval environment.
  • Proficiency in the Planning, Programming, Budgeting & Execution (PPBE) processes.
  • Knowledge of IW Shore Platform New Construction (MILCON)/C4I planning and the Shore Installation Process Handbook (SIPH).
  • Excellent communication skills with the ability to manage relationships with various internal and external stakeholders.
  • Travel Required ~10% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Master’s degree from an accredited university is desired.
  • Successful history supporting a SPAWAR PEO C4I Assistant Program Manager (APM) within the acquisition community.
  • Proven history as a Subject Matter Expert (SME) in supporting APM as a contractor lead representative for development of acquisition, policy, and installation deliverables.
  • Working knowledge of DoD DoD/SECNAV 5000 instructions.

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $90,000. – $110,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
