The Program Specialist position will promote efficiency and accountability in program operations and service delivery. Duties include but are not limited to: serving as a team member who is a reviewer of Child and Family Service Review (CFSR) and Title IV-E cases to ensure financial payments and documentation are in compliance with federal and state law and policy; reviewing, analyzing, and conducting financial and case reviews within the local departments of social services throughout the State of Virginia for compliance; monitoring and developing corrective action plans resulting from case reviews; providing technical assistance by responding to emails and calls from local departments of social services regarding appropriate use of CFSR and Title IV-E policy and procedures determinations; coordinating efforts with other state and federal partners involved with the agency-wide sub-recipient monitoring activities; assisting with the modification of automated accounting and reporting systems and developing and delivering related training to local departments of social services; development and revision of policies and procedures; and analysis and interpretation of state and federal laws and regulations.
Minimum Qualifications
- Experience with Title IV-E.
- Knowledge of child welfare programs.
- Comprehensive knowledge of and experience applying complex federal and state laws.
- Documented experience interpreting, analyzing, and monitoring complex issues.
- Experience making professional judgments and precise decision making.
- Demonstrated ability to adapt to changing business needs, conditions, work responsibilities and work environments.
- Ability to develop and maintain positive relationships; exchanging ideas and opinions.
- Demonstrated ability to motivate, influence, and support others to accomplish team and organizational goals.
- Ability to plan, organize, and manage own time and work.
- Proficiency in the use of personal computer desktop applications to include MS Office.
- Experience working on or leading project teams and providing training.
- Demonstrated ability to communicate effectively, both oral and in writing.
- Ability to work collaboratively with internal staff and external federal and state partners.
- Must possess a valid driver’s license.
Additional Considerations
- Experience in the use of automated accounting and data reporting systems.
