$198,630 – $255,060 Annually for the SEL.4 level
$238,380 – $306,096 Annually for the SEL.5 level

Job Description
We have an opening for a Director for the Laboratory’s Program Development Support Office (PDSO) that will be responsible for the quality of proposals to LLNL’s sponsors. In conjunction with the Laboratory’s programmatic, science, and engineering leadership, you will support the Laboratory’s mission by developing and executing a comprehensive strategy to improve the quality and success rate of LLNL proposals to mission-relevant sponsors. You will report to the GS Workforce Enablement Leader.
This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
In this role, you will
- Develop and implement an institutional strategic plan for improving the effectiveness and success of competitive proposals in support of the Laboratory’s programmatic goals and science and technology base.
- Mentor PDS staff and ensure their successful career path.
- Cultivate and maintain relationships with LLNL programmatic and S&T leadership and staff to optimize the quality and effectiveness of LLNL proposals and other scientific communications.
- Leverage LLNL’s communication resources to enhance the effectiveness of proposals and other scientific communications.
- Formulate Labwide policies related to proposal quality standards, best practices, and tracking.
- Oversee proposal development training.
- Participate in and support initiatives to leverage the Laboratory’s S&T to meet sponsor opportunities.
- Manage proposal development for significant sponsor opportunities, such as, the annual NA-22 and Early Career Research Program.
- Track and report the status of LLNL’s proposal-development enterprise for the Deputy Director for Science and Technology
- Perform other duties as assigned.
Additional job responsibilities, at the SEL.5 Level
- Oversee and expand initiatives in technical communications training, including value creation, proposal development, and other types of program development training.
- Play a leading role in formulating the Lab’s approach to supporting the professional-development needs of the principal investigator, particularly in the area of program development.
- Responsible for high-level goal setting regarding the Laboratory’s proposal enterprise, strategic planning, and directing and accomplishing Laboratory proposal-development goals and objectives
- Recommend strategies for LLNL’s proposal-development enterprise as an important element of overall LLNL program-development efforts to the Deputy Director for Science and Technology and the Senior Management Team.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time if hire.
- PhD in a scientific or engineering discipline, or equivalent combination of education and related experience.
- Significant experience and expertise in scientific and/or technical proposal development, technical writing and editing, managing proposal development and production, and overseeing proposal-development support resources in a technically diverse organization.
- Established scientific contributions and external recognition, demonstrated by a publication record or other professional activities.
- Proven success in building long-term, creative relationships with diverse partners across the Laboratory.
- Experience managing and leading multidisciplinary project teams effectively.
- Advanced problem-solving and analytical skills to address highly complex issues that require mature judgment, discretion, and tact, and experience successfully negotiating desirable outcomes.
- Complex project management expertise, including negotiation, presentation, and pedagogical skills.
- Expert communication, facilitation, collaboration, interpersonal skills and problem-solving skills necessary to direct an organization, lead innovative initiatives, build cooperative multi-disciplinary teams and interact with management, multidisciplinary teams, external collaborators, and sponsors.
Additional qualifications, at the SEL.5 Level
- Extensive experience developing proposals, technical writing and editing.
- Expert knowledge of and extensive experience implementing Laboratory, corporate, Department of Energy (DOE) and/or related customer/sponsor requirements.
- Extensive experience growing and leading programs.
