Position Summary: Responsible for establishing and implementing policies and procedures according to the New York Office of Mental Health standards, ensuring quality of care, maintaining and overseeing operations and clinical functions of the Program. Providing direct supervision to staff when applicable.
Essential Accountabilities
ADMINISTRATION
- Oversee the hiring process of all staff, reviewing resumes, setting up and conducting interviews.
- Orientation / training of all staff.
- Responsible for program evaluation and Quality Assurance.
- Document supervision of staff, including: providing formal, bi- weekly direct supervision to Case Manager, Peer Specialist and Direct Support Professionals.
- Completion of annual staff evaluations. Progressive discipline, corrective action, and termination of employees as necessary.
- Oversees schedule to assure appropriate shift coverage.
- Oversees all file documentation. Periodically does internal audit of files and review tracking form.
- Maintains program budget and other administrative tasks as required.
- Co-facilitates monthly staff meetings with assistant manager. Facilitates monthly meetings with overnight staff.
- Responsible for ensuring compliance with OMH regulations.
- Responsible for revenue monitoring and reporting.
- Completion of monthly and annual reports.
- Responsible for overseeing, identifying, and reporting of physical plant safety issues. Interact with General Service personnel.
- Approval of purchases for the facility.
- Responsible for completing payroll
- Conduct random spot checks of all shifts to ensure effective operation of shifts.
- Responsible for maintenance of activity funds and petty cash funds.
- Participate in integrated activities, i.e. social / recreational activities and cultural events.
- Reports to Deputy Director.
OPERATIONAL
- Facilitate communication between program and the Intake Department to ensure maintenance of wait list.
- Evaluates treatment and care of residents and monitors records. Oversees Program self-audit process.
- Conduct weekly case reviews with residential staff
- Review all referrals and determine eligibility for admission.
- Oversees Residence staff towards development and implementation of Service Plans. Facilitates communication between all staff towards assisting resident in attainment of Service Plan goals.
- Oversee discharge process. Supervise the implementation of the discharge plan.
- Responsible for billing of Medicaid (if applicable)

- Responsible for Consumer Evaluation process ( HRA/SPA application)
- Ensure ongoing training and development of staff.
OTHER RESPONSIBILITIES
- Participation in the development and implementation of program trainings.
- Attend workshops and conferences as requested. OMH mandatory trainings required.
- Transport residents with agency vehicle as needed.
- Responsible for maintaining (or having access to) a personal vehicle throughout the course of the workday.
- Other duties as assigned.
Qualifications: Master’s Degree in Human Services, Social work or related social service with 1 year experience or a Bachelor’s degree in human services or related field with five years of supervisory experience required. New York State driver’s license and access to a vehicle required.
