Program Description

Catholic Community Services (CCS) and Catholic Housing Services (CHS) work in partnership to provide permanent supportive housing in King County to individuals and families who have experienced homelessness. We believe that everyone deserves a safe, affordable place to call home. We understand that people experiencing homelessness come to us with complex histories and that it takes a highly collaborative, creative team to help end the cycle of homelessness permanently. Grounded in this philosophy, the CCS Program Director provides leadership and vision to a multi-disciplinary, cross-agency team that works together to creatively support each individual or family in our housing.

Thea Bowman Apartments is an 80-unit high-rise Permanent Supportive Housing property that utilizes a housing first, harm reduction model for single adults moving out of homelessness. King County Coordinated Entry provides the housing referrals for the units. Thirty-six units serve veterans referred through the VA. Catholic Community Services and Catholic Housing Services collaborate to provide the most enhanced resident experience and supportive housing community. Thea Bowman Apartments offers 24/7 staffing and on-site case management services.

Position Description

The Program Director is responsible for daily leadership to the on-site team that includes CCS social services and 24-hour front desk staff; CHS property management/operations staff; and staff from other agencies that provide services such as healthcare or behavioral health services on-site. The Program Director directly supervises the CCS services staff and collaborates with on-site CHS operations staff to create a strong sense of team united behind a common mission.

The Program Director coordinates all third-party supportive services providers, crisis-response and care conferences. The goal is to meet each residents’ unique needs through frequent and effective communication that is adaptable, stability-focused, and trauma-informed.

Responsibilities

Supervision and Leadership

  • Provide supervision, leadership and training for CCS site staff. Oversee services provided by other agencies. Conduct annual performance reviews with CCS staff.
  • Ensure integration of property management and case management services. The Thea Bowman Apartments’ staff works collaboratively as a team across many disciplines, and the Program Director provides leadership and vision for the entire team.
  • Develop and implement program policies and procedures. When appropriate, invite participation from staff and residents in setting policy and developing tools for evaluation.
  • Promote on-going training and support around best practices in Housing First, Harm Reduction, Grief and Loss, Trauma Informed Care, Secondary Trauma, and other relevant topics. Ensure attendance at all CCS mandatory trainings for CCS site employees.
  • Facilitate a regular staff meeting including all on-site CCS/CHS employees.
  • Respond to after-hours calls, in rotation with other staff.
  • Develop and safe keep a workplace that values and supports a culturally diverse work environment.
  • Facilitate monthly resident meeting.
  • As the representative of Thea Bowman Apartments, build relationships with local neighborhood and community representatives to further common goals. Continually advocate for the needs of residents and those experiencing homelessness in our community.
  • Collaborate with the CHS Property Manager to respond to staff issues that affect residents.

Supportive Services and Resident Relations

  • Eviction Prevention: Some residents have numerous behavioral challenges due to chronical intoxication, mental health concerns, medical issues, and challenges adjusting to permanent housing after having been homeless. The Program Director works with the entire team at Thea Bowman Apartments to keep residents in housing. Eviction-prevention can include conversations with residents, care conferences, advocating for additional services for residents, and other strategies to keep residents in housing.
  • Addressing Emergency Situations: The Program Director is often called on to coordinate emergency medical response for residents, provide leadership in de-escalating agitated residents, and address other emergent situations.
  • Community: CCS and CHS value promoting community in our building, so residents truly have a place to call home. The Program Director provides leadership with staff and residents to ensure Thea Bowman Apartments is a comfortable home for all residents.
  • Grief and Loss: Because many residents at Thea Bowman Apartments are aging and may be near the end of their lives, the Program Director works with the team to ensure quality end of life care for each resident. This could include on-site hospice care, transfer to a nursing facility or hospital, or other types of care. The Program Director also provides leadership for staff and residents in dealing with grief and loss of valued members of the community. It may also include helping residents seek out and accept in-home care for activities of daily living.
  • Community Collaboration: Work closely with the VA to support residents living in VA-designated units. This includes developing service plans, hosting regular collaboration meetings, and coordinating care conferences and other interventions to ensure that residents remain stably housed.

Personnel

  • Manage, recruitment, hire, and evaluate staff. Oversee training for CCS staff. Directly supervise up to 10 regular and on-call staff. Give feedback and work cooperatively with CHS leadership for management of their on-site staff.
  • Collaborate with CCS Counseling Recovery and Wellness (CReW) to hire and supervise Foundational Community Supports case managers.
  • Set agenda for and facilitate regular staff meetings. Provide leadership in creating a sense of team with staff from CCS/CHS and other partner agencies.
  • Assure regular update of training manual, provide new hire orientation to the program and mentor staff on an ongoing basis.
  • Thea Bowman Apartments operates 24 hours a day. The Program Director provides leadership and clear communication to staff working all shifts, which includes scheduling and facilitating meetings, offering guidance over the phone, and being present in emergencies, as needed.
  • Ensure understanding and commitment to CCS/CHS Mission and
  • Assist CHS staff with hiring operations team members at Thea Bowman Apartments.

Fiscal Management

  • Develop budget and oversee fiscal operations for budget, and monitor financial statements.
  • Assure timely invoicing of funding sources, including government contracts.
  • Ensure compliance with contracts and performance guidelines, including submitting grant applications and meeting reporting requirements.
  • Regularly monitor Property Management Software and strategize with CHS property management to ensure timely rent collection, compliance with resident re-certifications, and efficient unit turnover processes. Work with CCS staff to ensure residents are following up with any lease- and apartment-related issues.
  • Work with CHS staff to maintain occupancy standards by effective coordination and monitoring of unit turns and screening process. This includes actively managing referrals from Coordinated Entry process to ensure timely move-ins.
  • Support CHS staff in issuing legal notices. The CHS Property Manager serves the legal notices; the Program Director coordinates across the team to ensure follow up on notices.

Advocacy and Community Outreach

  • Represent Thea Bowman Apartments and CCS/CHS in the neighboring community, with social service providers and government agencies around issues and concerns of single adults experiencing homelessness.
  • Maintain relationships with community groups.

Job Conditions

In the course of performing the duties of the Program Director, one may encounter the following: violence and threats of violence; profane, racist and/or sexist language; bodily fluids; conflict; interactions with First Responders; alcohol and street drugs; cigarette smoke; death of service participants or their associates; nudity of service participants or their associates; friends/family dynamics with service participants; people involved with sex work; people involved in the drug trade; persons used against their consent, will or knowledge; people in conflict with the law; and/or other situations that may be unsettling. We take measures to train staff to appropriately deal with these situations, but those in the position should reasonably expect these types of things to occur. The supervisor will provide appropriate direction and support to these situations.

Qualifications

  • BA degree or an equivalent combination of comparable experience, training, and education.
  • Two+ years of experience in direct provision of social services, preferably with homeless people.
  • Two+ years of experience with supervision.
  • Demonstrable understanding of Housing First, Harm Reduction, and Trauma-Informed Care.
  • Demonstrable understanding of Permanent Supportive Housing and the residents served in PSH.
  • Strong recordkeeping and knowledge of accounting principles; ability to oversee development and operation of budgets.
  • Excellent written and verbal communication skills.
  • Commitment to developing and safekeeping a workplace that values and supports cultural diversity.
  • Ability to work within the mission, goals and service objectives of Catholic Community Services.
