Description of Job
The Work Unit
The Maternal and Child Health Epidemiology and Evaluation Program is composed of two work units: 1) the Maternal and Child Health Epidemiology Unit and 2) the Early Childhood Evaluation Unit. Combined, these two units provide broad data infrastructure and analytic support to public health and human services programs focused on women, infants and children. This support allows programs to develop priorities, set strategic direction and compete for funding for these programs. Additionally, the work of these units allows multiple agencies (state: CDPHE, CDEC, CDE; federal: ACF, HRSA) to demonstrate burden, resources and results from public health, human services and education programs.

The Position
This position supports the program evaluation, performance measurement and continuous quality improvement activities of maternal and child health (MCH), early childhood and family planning programs. The team takes on special projects, but predominantly supports the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program, which responds to the diverse needs of children and families in communities at risk. The MIECHV program provides an opportunity for collaboration and partnership at the Federal, State and community levels to improve health and development outcomes for at-risk children through evidence-based home visiting programs. This position is responsible for implementing evaluation studies, contributing to data analysis plans, analyzing data by applying statistical as well as qualitative methods and reporting to program managers and division leaders on findings from data analysis and public health studies on programs serving parents and children.

The work involves using descriptive and inferential statistics, qualitative data analysis and interpretation of data. In addition, this position works with local and state-level grantees on data quality and data interpretation for continuous quality improvement of the services. This position is responsible for building and maintaining relationships at the inter-agency and community levels in order to plan and resolve logistical needs.

This position contributes to scopes of work, evaluation/analysis methods, draft data collection tools and evaluation work products, such as final reports, together with the team lead (SAII) and data analyst (SA1).
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:

Option One – Four (4) years of appropriate experience in applied, mixed-methods (qualitative and quantitative) social science research and/or program evaluation, research design and methodology or closely related field.

Option Two – Bachelor’s degree from an accredited college or university in program evaluation, public health, community and behavioral health, sociology, applied social science research, statistics, psychology, or a closely related degree.

The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Master’s degree in program evaluation, public health, community and behavioral health, sociology, applied social science research, statistics, psychology, or a closely related degree;
  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times;
  • Proficiency in qualitative research methods and software (e.g., NVivo, ATLAS.ti);
  • Experience with SAS, SPSS or other statistical software;
  • Strong analytical skills; the ability to synthesize, interpret, and report on complex or technical information, collect and research data;
  • Experience with quality improvement of processes and programs;
  • Outstanding skills and abilities in verbal and written communications to audiences of varying levels within an organization, in groups and individual settings using data visualizations and narrative;
  • Extreme attention to detail; the ability to review data and narrative for accuracy whether developed alone or in partnership with other team members;
  • Curiosity, intuition, and technical competence to guide data analysis techniques; strong work ethic; strives for excellence in every aspect of the work;
  • Understanding of how the social determinants of health (SDOH) impact health outcomes and health equity, and the implications for evaluation.
