General Definition of Work
Performs difficult advanced human support work conducting audits and reviewing eligibility programs to ensure that the agency is following local, Federal and State laws, rules and regulations, reviewing case records to detect fraud, providing case documentation to the district attorney, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Social Services Director. Limited supervision is exercised over Administrative Assistant I.

Examples of Duties
Primary Duties:
Include, but are not limited to: Conducting case file and system reviews of eligibility programs such as Work First Family Assistance, Food & Nutrition Services, Medicaid, Emergency Assistance, Subsidized Child Care, Crisis Intervention, Low Income Energy Assistance, and General Assistance; Ensuring the program(s) are following all local, state and federal standards and policies; Ensuring practices in Social Services reflect agency values; Interviewing families and children involved in the programs to ensure the experiences reflect the outcomes and values of the agency; Evaluating and monitoring key eligibility decision making points, identifying trends and making recommendations to management; Participating in hearings, training, workshops and meetings; Prepare and present written reports to District Attorney’s Office, Management, and HHS Board.
The ideal candidate will possess: Excellent analytical and investigative skills, excellent oral and written communication skills; knowledge and experience with State eligibility systems, Microsoft Word, One Case, and On-Line Verifications (OLV) system, and all public assistance eligibility programs; the ability to understand, interpret and correctly apply complex policy and procedures; the ability to participate as an active and contributing member of a team; the knowledge, understanding, and the ability to demonstrate, through practice, the agency values; the conduct that reflects sensitivity, objectivity, and professionalism.
Additional Requirements:
In the event of a disaster, HHS is designated as a lead agency for coordinating mass care operations. In particular, HHS works with the American Red Cross, Emergency Services other state agencies and volunteer relief organizations in disaster situations to coordinate the capability to meet basic human needs (shelter, food, relief supplies, disaster public assistance inquiries, and emergency social services) during a disaster situation. All HHS staff are expected to be available to support the operation of shelters as needed.
Knowledge, Skills and Abilities
Thorough knowledge of County and Department policies and procedures; thorough knowledge of the rules, regulations and procedures of the financial assistance programs administered by the Department; general knowledge of the legal practices related to fraud investigations; thorough knowledge of applicable Federal and State laws, rules and regulations; comprehensive knowledge in preparing reports and other types of correspondence; comprehensive knowledge in the use of standard office equipment and associated software; ability to communicate effectively orally and in writing; ability to work independently; ability to conduct effective interviews; ability to analyze data and draw conclusions; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to establish and maintain effective working relationships with associates, court system representatives, clients and the general public.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and repetitive motions and occasionally requires standing, walking and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications
Graduation from an accredited four year college or university and two years experience in investigative work, OR two year degree and four years of experience in credit investigations, collections, law enforcement, or related field, OR an equivalent combination of education and experience.
Preferred Qualifications:
Preference will be given to applicants with one or more years of experience in Public Assistance Programs and the NCFast Case Management System. Bi-lingual ability (English – Spanish) is desirable.

Completion of NC FAST training upon hire.
Valid driver’s license in the State of North Carolina.

Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
