The Opportunity

The Program Manager, Human Services, primarily supports Abt’s Human Services Portfolio and within this portfolio will primarily support Abt’s projects with the United States Department of Agriculture (USDA) account. Other support will include the other agencies covered with the Human Services Portfolio; Administration of Children and Families (ACF), Department of Labor (DOL), and the Department of Education, Social Security Administration (SSA), National Science Foundation (NSF). The Program Manager will work closely with Abt’s USDA Client Account Lead to plan and execute business development efforts and will direct existing projects.

Core Responsibilities

The Program Manager, Human Services, manages all aspects of client management and satisfaction, task delivery, delivery quality, and organic growth related to USDA Food and Nutrition Services with the goal of supporting the Human Services account in growing into other areas of USDA. The Program Manager is responsible for generating client demand, capturing new business opportunities, protecting the current client base, and managing the delivery of client-centric solutions demonstrating an understanding of the clients’ unmet needs. In this role, the Program Manager will bring the full complement of Abt’s capabilities to current and prospective customers in the Human Services portfolio. The Program Manager applies their client and domain-specific knowledge to help Abt tailor solutions, working across the firm with the capability organizations, the corporate business development organization, and Abt departments to ensure client success, contract growth, and financial performance.

Leading business development efforts will be a core area of focus for the Program Manager. Example responsibilities include:

  • Partners with portfolio lead, client account leads, client solutions architects, project leads, and business development executives to develop and execute growth strategies, including building and executing on a pipeline of opportunities (e.g., through demand generation and marketing); also assists in building strategic relationships with other firms, consultants, and organizations.
  • Supports/leads opportunity identification, qualification, capture, and proposal development; helps to craft effective capture and win strategies and frequently serves on proposal color review teams to ensure that win strategies are incorporated into proposals.
  • Works with Abt’s Marketing and Communications Team to create and maintain relevant marketing materials, including social media and website content.

The Program Manager will lead project teams in executing evaluation and technical assistance activities on existing contracts. Responsibilities will include:

  • Manages day-to-day client interactions with stakeholders. Develops and fosters lasting professional relationships with client personnel.
  • Works closely with Project/Task leads to ensure delivery teams meet all contract obligations/deliverables. Serves directly as Project/Task lead on specific contracts where appropriate.
  • Identifies and escalates project delivery risks by delivering regular project health reviews to the client account lead.

The Program Manager will be responsible for establishing and fostering relationships with key public health customers, and internalizing their needs:

  • Manages relationships with the Government’s key contracts staff. Works with Abt Contracts Department to address all contractual obligations.
  • Engages with solution architects and other experts across Abt’s capability lines to craft effective, responsive solutions that address the client’s unmet needs and operating realities.
  • Supports critical client conversations on projects and captures, to include helping to understand and interpret the “voice of the customer”, manage issues, address points of customer dissatisfaction, and gain the customer’s assessment of Abt performance.

What We Value

  • Bachelor’s Degree + 12 years of relevant experience or Master’s degree + 10 years of relevant experience or PhD 8 years of experience OR the equivalent combination of education and experience.
  • 5 – 7 + years of relevant Project or Program management experience is required, including running large complex federal contracts
  • PMP certification is required.
  • Direct knowledge and experience working with USDA and other federal agencies is strongly preferred. Particularly ACF, Education, SSA, DOL, NSF or ASPE.
  • Extensive knowledge of and experience working with BPAs or IDIQs and the federal procurement and acquisition process.
  • Demonstrated experience in solution development, building winning teams, capture strategy, competitive intelligence, strategic marketing & planning, customer relationship analysis, and cost and pricing strategies.
  • Demonstrated success expanding client relationships and achieving financial and growth metrics on a portfolio of project-based work.
  • Ability to coordinate and build relationships with diverse stakeholders and client executives.
  • Experience developing reports, briefings, and decks and presenting to clients in a professional and influential manner.
  • Ability to work independently with minimal guidance and to meet deadlines.
  • Excellent interpersonal, communication, customer relationship skills.

This position offers an anticipated annual base salary range of approximately $105,120.07 to $168,192.11 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
