What You Will Do
Weapon Stockpile Modernization Division (Q Division) provides systems engineering and program management to develop and field qualified engineering solutions to improve the safety, reliability, and security of our Nation’s nuclear stockpile throughout the weapon life cycle. Q Division is responsible for leadership of activities in new LANL weapons programs as well as life extension and alternation projects.

The Advanced System Development Group (Q-18) is responsible for Systems and Design Engineering of Future Weapons Systems up to phase 3/6.3 with emphasis on improved performance, safety, producibility, and agility of the future stockpile, Interagency Peer Reviews (IPRs) of LLNL Systems, and Future System and System Agnostic Design and System Engineering support to a wide range of experiments from internally fielded technology tests to hydrodynamic and subcritical experiments to system flight tests.

The Q-18 Program Manager (PM) position will support the Q-18 Group Leader and Project Technical Leads by documenting, tracking, and ensuring that program deliverables are being completed on schedule. This will involve creating work packages, developing budget allocations, and preparing reports to LANL Program Mangers. This role requires working with technical personnel and the technical leads to define the scope, schedule, and budget and ensuring required activities are executed and tracked appropriately (e.g., development project local and integrated schedules, ALDW integrated schedule). The PM will be expected to collaborate (including occasional travel) with sites across the Nuclear Security Enterprise.
What You Need

Minimum Job Requirements:Program Management

Entry-Level knowledge of or experience in program management of technical or operational work, including defining program work scope through the development of work packages, schedules, budgets, priorities, and performance milestones; developing cost plans, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Project Control & Scheduling

Demonstrated ability to manage cost or schedule commitments for projects or programs. Entry-Level knowledge and demonstrated ability in applying project controls principles, including cost and performance reporting, variance analysis and use of cost and schedule tools. Demonstrated ability to write clearly and prepare cost or schedule reports.

Communication & Teamwork

Demonstrated experience interacting effectively with LANL personnel, building trust, gaining consensus, and resolving conflict. Demonstrated record of successfully supporting cross-organization teams to ensure complex technologies or products are delivered within budget and on schedule. Demonstrated record of successfully supporting multiple teams or projects simultaneously. Experience in interacting effectively with all levels of internal personnel; building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication and presentation skills. Ability to evaluate a problem and generate ways to overcome the problem.

Training & Certifications

Project Management Professional (PMP) is desired.

Education

Position requires a Bachelor’s Degree from an accredited institution and 2 years of relevant experience; or, an equivalent combination of education and experience directly related to the occupation. Master of Business Administration may be preferred for this position.

Desired Qualifications:

  • Knowledge of LANL financial policies and principles including forecasting.
  • Experience working with the Weapons Engineering and Weapons Physics organizations at LANL.
  • Entry-Level knowledge of nuclear weapons, NNSA facilities, or DoD customers that support the U.S. stockpile.
  • Demonstrated experience with a variety of written correspondence, reports, procedures, directives and DPBPS requirements.
  • Entry-Level knowledge in estimating project costs. Project Management experience familiar with managing mid-size to moderately complex projects in the areas of scope management, budget and schedule.
  • Active DOE “Q” or other Top Secret clearance

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
